GENERAL DESCRIPTION :

Under the direction of the Publication Manager, this position performs highly advanced (senior-level) marketing work, coordinating a variety of marketing, outreach, and economic development activities. The Digital Marketing Specialist supports TPWD's mission to conserve Texas' natural and cultural resources and promote outdoor recreation by developing and managing complex, time-sensitive and high-profile digital and multi-channel marketing strategies and campaigns across the agency. As a senior member of the marketing team, this role integrates agency-approved AI-driven tools to evaluate, iterate and create data-informed marketing initiatives. This role also provides direction to external ad agencies and our in-house creative and interactive services group for marketing assets and media buys. Working under minimal supervision, with extensive latitude for the use of initiative and independent judgment, manages several partnership and sponsorship relationships, and engages with senior program staff across the agency on statewide initiatives. Manages marketing budgets for assigned campaigns. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a bachelor's degree.

Experience :

Six years of professional experience in marketing work such as advertising account management, partnership marketing, sponsorship development, marketing brand management or promotion management.

Licensure :

Must possess or be able to obtain, within 30 days of employment, a valid class 'C' Texas driver's license.

ACCEPTABLE SUBSTITUTIONS :

Education :

One additional year of the required experience may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.

PREFERRED QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a bachelor's degree in business administration, Marketing, Communications or closely related field.

Graduation from an accredited college or university with a grade point average (GPA) of 3.5 or higher.

Experience :

Eight years working in a marketing environment or ad agency.

Experience in developing online advertising efforts and analyzing results.

Experience with AI tools.

Experience in Digital Analytics (Google, Matomo, etc.)

Experience in project management.

Experience working with media buying and promotions.

Experience in developing and overseeing promotional partnerships.

Experience in copywriting for print and online.

Experience planning and managing paid search, paid social and programmatic media campaigns.

Experience with email marketing and marketing automation platforms.

Experience with search engine optimization and web content management systems.

Experience applying digital accessibility standards and plain language principles to public-facing content.

Experience marketing for a public sector, tourism and destination, or outdoor recreation.

Experience with a state agency or a fish and wildlife agency.

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of advanced marketing principles and practices to meet stated goals, including increasing awareness, purchase and repeat usage of products and services.

Knowledge of digital marketing practices, including analytics, customer segmentation, digital reporting dashboards, and the like.

Knowledge of quantitative and qualitative consumer research, including determining objectives, reviewing surveys, analyzing and applying research results.

Knowledge of brand management practices.

Knowledge of sales promotion and merchandising.

Knowledge of advertising and social media strategy and tactics.

Knowledge of media planning and buying, including online advertising.

Knowledge of using AI tools in marketing, including predictive modeling, audience segmentation and campaign performance optimization, and of the accuracy, privacy and public records considerations that apply to AI use in a government setting.

Knowledge of paid search, paid social, and programmatic advertising platforms.

Knowledge of email marketing, marketing automation and audience data management.

Knowledge of search engine optimization and web content management systems.

Knowledge of digital accessibility standards and plain language principles for public-facing communications.

Skill in developing, implementing and evaluating innovative marketing plans to meet objectives within budget and timing parameters.

Skill in project management.

Skill in budget preparation, justification and monitoring.

Skill in developing corporate sponsorships and promotions in order to meet both partners' goals.

Skill in working with success metric tools such as Google Analytics and media reports to determine results of campaigns.

Skill in building, managing and optimizing paid media campaigns across search, social and programmatic platforms.

Skill in configuring conversion tracking and interpreting attribution to connect marketing activity to outcomes;

Skill in summarizing and documenting meetings to relevant personnel.

Skill in using Microsoft Office applications, including advanced use of Excel to analyze and report campaign data.

Skill in compiling research and other marketing related information.

Skill in writing advertising and promotional copy, including developing program names, slogans and copy for online, print, email, broadcast and for promotional web pages.

Skill in providing quality customer service in a courteous and professional manner.

Ability to work independently with little or no supervision.

Ability to problem-solve.

Ability to manage multiple projects.

Ability to give direction and work effectively with ad agencies and internal creative staff.

Ability to make sound recommendations and judgments under pressure.

Ability to translate campaign data into clear, actionable recommendations for executive and non-technical audiences.

WORKING CONDITIONS :

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday; alternative work schedule may be available.

Required to work overtime as necessary.

Required to travel up to 5% with possible overnight stays.

Must conform to TPWD dress and grooming standards, work rules and safety procedures.

Non-smoking environment in State buildings and vehicles.
