DUTIES

An Airport Police Lieutenant plans, supervises, directs and controls employees of the Airport Police Division of the Los Angeles World Airports (LAWA), civilian and sworn, during a specific time period, watch, or in a particular unit; applies sound supervisory and management techniques to ensure the mission of the Airport Police Division of the Los Angeles World Airports is met through the enforcement of federal, state and local laws and regulations, City of Los Angeles ordinances, Airport Security Program requirements and airport rules and regulations at any of the Los Angeles World Airports’ facilities airports; and does other related work.

REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

Two years of full-time paid experience as an Airport Police Sergeant with the City of Los Angeles.

Applicants will be disqualified or deemed ineligible for hire if their DMV record reflects three or more moving violations and/or at-fault accidents, or conviction of a major moving violation within the last 36 months in any state or jurisdiction. The City of Los Angeles reserves the right to issue a notice of disqualification or ineligibility at any time before a final job offer is extended.Appointees must complete the POST management course within one year of appointment.

The examination will consist of a qualifying multiple-choice test, an advisory essay and a weighted interview. Candidates must receive a passing score on the qualifying multiple-choice test to continue in the examination.

In the qualifying multiple-choice test, candidates may be examined for knowledge of the following competencies: job knowledge which may include: laws and regulations governing Airport Police employees and the aviation industry; policies and procedures governing Airport Police employees; airport and aviation security and law enforcement policies, practices, and techniques; methods of patrolling and safeguarding airport property, buildings, installations, adjacent facilities and roadways; safety principles and practices; rules of evidence pertaining to search and seizure in an airport environment; use of force and pursuit policy; Los Angeles World Airports organizational structure; City Personnel rules, policies, and procedures; and other necessary knowledge and abilities.

The multiple-choice questions will be from sources listed on the published bibliography. The qualifying multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test as instructed from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. It is anticipated that the remote proctored multiple-choice test will be administered between THURSDAY, NOVEMBER 5, 2026 and SATURDAY, NOVEMBER 7, 2026. Candidates who do not complete and submit the remote proctored multiple-choice test on-line using a computer by the specified date and time as instructed will not be considered further in this examination. Only candidates who demonstrate a hardship may be offered the option to take the multiple-choice test onsite at a City facility.

Passing Score for the Qualifying Multiple-Choice Test

The passing score for the qualifying multiple-choice test will be determined by Personnel Department staff after the qualifying test is administered. Consideration will be given to the number of candidates taking the test and the existing and anticipated number of vacancies, such that there are a sufficient number of eligibles on the list to satisfy current and future vacancies for the next two years. Therefore, the passing score for the qualifying multiple-choice test may be set either above or below 70% .

In the advisory essay session, candidates will be required to complete a written response on a subject related to the duties of an Airport Police Lieutenant aligned with the following competencies: community relations; leadership; judgment and decision making; process improvement; written communication; and job knowledge which may include: Los Angeles World Airports organizational structure; methods of patrolling and safeguarding airport property, buildings, installations, adjacent facilities and roadways; airport and aviation security and law enforcement policies, practices, and techniques; use of force and pursuit policy; planning and implementing special operations within the ICS protocol; and other necessary knowledge, skills, and abilities. The advisory essay will not be separately scored, but will be presented to the interview board for discussion with the candidate and for consideration in the overall evaluation of the candidate. Only those candidates who attain a passing score on the qualifying multiple-choice test and complete the advisory essay may move forward to the interview.

The advisory essay will be administered on-line. Candidates will be notified by e-mail of the date and time of the advisory essay and will be given further instructions.

Candidates must achieve a passing score on the qualifying multiple-choice test, complete the advisory essay, and meet minimum qualifications in order to be invited to the interview.

In the interview , emphasis will be placed on the candidate’s experience as it has prepared the candidate to perform the duties of an Airport Police Lieutenant. In the interview, the following competencies may be evaluated: judgment and decision making; supervision; oral communication; leadership; community relations; process improvement; written communication; and job knowledge which may include: laws and regulations governing Airport Police employees and the aviation industry; policies and procedures governing Airport Police employees; Los Angeles World Airports organizational structure; methods of patrolling and safeguarding airport property, buildings, installations, adjacent facilities and roadways; airport and aviation security and law enforcement policies, practices, and techniques; use of force and pursuit policy; other necessary knowledge, skills, and abilities.

Candidates’ personnel packages will be reviewed by the interview panel. Candidates are encouraged to review their personnel packages well in advance of their interview. Personnel packages will not be available for updating once received at the Personnel Department.

Candidates will be notified by e-mail of the date, time, and location of the interview which will be held in Los Angeles.
