TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION :

Under direction of the Purchasing and Contracting Team Lead, this position is responsible for highly complex (Purchaser IV) or advanced (Purchaser V) senior-level purchasing and procurement work. Work involves planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and overseeing the maintenance of detailed records of items purchased, received, prepared, and issued. Complies with all statewide procurement guidelines administered by the Texas Comptroller's office. Works under limited (Purchaser IV) or minimal (Purchaser V) supervision with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a Bachelor's degree and major course work in business or public administration or related field.

Experience :

Purchaser IV:

Three years of experience in public purchasing and procurement of goods and services.

Three years of experience in moderately complex solicitations and specification writing.

NOTE: Experience may have occurred concurrently.

Purchaser V:

Four years of experience in public purchasing and procurement of goods and services at a State of Texas agency.

Four years of experience in moderately complex solicitations and specification writing.

Work experience using Centralized Accounting and Payroll/Personnel System (CAPPS).

NOTE: Experience may have occurred concurrently.

Licensure :

Purchaser IV:

Must possess or be able to obtain, within six months of employment, a Certified Texas Contract Developer (CTCD) issued by the Texas Comptroller Office of Public Accounts.

Must possess or be able to obtain a Certified Texas Contract Manager (CTCM) issued by the Texas Comptroller Office of Public Accounts.

NOTE: Retention of position is contingent on maintaining required license and certification.

Purchaser V:

Must possess a Certified Texas Contract Developer (CTCD) issued by the Texas Comptroller Office of Public Accounts.

Must possess a Certified Texas Contract Manager (CTCM) issued by the Texas Comptroller Office of Public Accounts.

NOTE: Retention of position is contingent on maintaining required license and certification.

ACCEPTABLE SUBSTITUTIONS :

Education :

One additional year of directly relevant experience in public purchasing and procurement of goods and services may substitute for thirty semester hours of the required education up to a maximum substitution of 120 semester hours.

PREFERRED QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or closely related field.

Experience :

Three years of experience in public sector contracts or procurement.

Experience in using statewide Term Contracts, TXMAS contracts, Open Market processes, the CMBL, and familiarity with the Texas statewide purchasing system.

Experience with managing government credit card accounts.

Experience with State of Texas policies and procedures related to purchasing and contracting.

Experience in purchasing and/or contracting goods and services at a Texas state agency, college or university, or local unit of government.

Experience in CAPPS Financial.

Licensure :

Current Certified Texas Contract Developer (CTCD) certification issued by the Texas Comptroller of Public Accountants.

KNOWLEDGE, SKILLS AND ABILITIES :

Purchaser IV:

Knowledge of purchasing and procurement methods and procedures, of state procurement principles and practices.

Knowledge of the State contracting, purchasing and procurement policies and procedures as published in the Texas Procurement Manual and the Texas Contract Management Guide.

Knowledge of laws governing state purchasing and contracting regulations.

Knowledge of developing specifications, solicitation and negotiating and awarding contracts.

Knowledge of applicable local, state, or federal rules, regulations, and policies, as well as related legislative and legal practices and procedures, relating to procurement and contract administration.

Knowledge of office practices and general administrative procedures.

Knowledge of record keeping and records management.

Knowledge of commodities, services, and supply sources.

Purchaser V:

Knowledge of a Purchaser IV, Plus:

Knowledge of pertinent governmental practices related to public procurement and contracting.

Knowledge of Federal grant programs that support the activities of TPWD Wildlife Division.

Knowledge of economic and accounting principles and practices.

Purchaser IV:

Skill in using MS Word, Excel, and Outlook.

WORKING CONDITIONS :

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary.

Required to work overtime as necessary.

Required to perform manual labor including, lifting supplies and materials up to 15 lbs.

May be required to operate a State vehicle.

Required to travel 10% with possible overnight stays.

Non-smoking environment in State buildings and vehicles.
