M9 Solutions is seeking a Federal HR Domain Subject Matter Expert (SME) to work remotely in support of a government contract for a client located in Washington, DC. An active Public Trust clearance is required.
Responsibilities
- Serve as functional authority on federal personnel action processing, including nature of action codes, legal authority codes, and SF-52/SF-50 processing.
- Interpret and apply the Guide to Processing Personnel Actions, the Guide to Data Standards, Government Performance and Results requirements, and the Human Capital Information Model to configuration decisions.
- Support the federal baseline configuration by validating that platform design satisfies regulatory requirements across agencies.
- Review agency-specific configuration and customization requests for regulatory compliance.
- Advise on compliance tracking and audit trail requirements for personnel actions.
- Support data migration mapping where legacy data must reconcile to federal data standards, including data cleanup scope.
- Support requirements validation, Fit-Gap Analysis, and UAT scenario development where the question is regulatory rather than technical.
Required Skills and Qualifications
- Work Authorization: US Citizenship is required.
- An active Public Trust level clearance is required.
- Undergraduate degree (Degree may be substituted with equivalent years of experience).
- 6 – 8 years of federal HR operations, HRIT, or federal HR policy experience, including 3 – 4 years consulting or related technology experience.
- Direct working knowledge of the Guide to Processing Personnel Actions and federal personnel action processing.
- Experience with federal HR data standards and reporting requirements.
- Demonstrated ability to translate regulatory requirements into system requirements.
Preferred Skills and Qualifications
- Prior experience at a CFO Act agency HR office, a federal shared service center, or a federal payroll provider.
- Prior federal HR system implementation or migration experience.
- Familiarity with the Human Capital Business Reference Model (HCBRM) and EHRI.
- Working knowledge of Oracle Fusion Cloud HCM.
