Summary

Summary This position is located on a Forest Service location and is responsible for formulating national policies, objectives, and standards for assigned program; developing long and short range plans to achieve these goals and objectives; ensuring program and technical directives are consistentwith governing laws, regulations, and policy; and monitoring field implementation to ensure compliance and consistency. Responsibilities Developing and promulgating long term and annual program budget goals and objectives for assigned program consistent with agency program goals; providing guidance for annual budget development to field offices; Establishing guidelines for administering and managing national and regional partnerships, and participating on a national level in interagency efforts to streamline partnership instruments that apply broadly across all natural resource management agencies. Serving as liaison, maintaining productive working relationships between policy makers of interagency teams and Forest Service counterparts to resolve mutual problems and develop integrated strategic approaches for problem resolution. Reviewing controversial or highly significant policy issues and recommending responsive agency positions to Forest Service leadership. Requirements Conditions of Employment Must be a U.S. Citizen or National. Males born after 12/31/1959 must be Selective Service registered or exempt. Subject to satisfactory adjudication of background investigation and/or fingerprint check. Supporting program budget formulation activities, including developing portions of annual or multi-year budget plans, analyzing resource needs, preparing budget justification materials, or providing recommendations to leadership on funding priorities and human capital requirements. 3. Coordinating with public or private sector partners to support program objectives, including helping establish partnership guidelines, participating on interagency teams, or assisting in resolving cross-organizational issues related to program delivery or policy implementation. 4. Preparing program-related technical or policy documents-such as reports, briefing papers, presentations, or correspondence-and communicating program information to internal and external stakeholders, including leadership officials, partner organizations, or congressional staff. 5. Providing leadership or supervisory support to a team or work unit, including assigning tasks, adjusting work priorities, supporting performance management activities, addressing routine employee concerns. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
