Summary

The California Department of Industrial Relations (DIR) is seeking a Labor Relations Specialist to join the Human Resources Office, Labor Relations Unit in Sacramento.

This position performs complex and sensitive labor relations work involving contract administration, grievance handling, labor-management relations, policy development, and interpretation of Memoranda of Understanding (MOUs), statutes, regulations, policies, and procedures.

Job Description

Under the general direction of the Labor Relations Manager in the Human Resources Office, the Labor Relations Specialist provides technical and analytical staff work associated with complex, analytical, and sensitive labor relations matters.

The Labor Relations Specialist assists in the administration of DIR's Labor Relations Program, which encompasses a broad range of functions, including labor relations, contract administration, grievance handling, and policy development and implementation.

Key responsibilities include:

• Researching and analyzing complex and controversial labor-management relations issues involving wages, hours, and other terms and conditions of employment.

• Interpreting and applying Memoranda of Understanding (MOUs), statutes, regulations, policies, and procedures related to labor relations.

• Providing guidance and consultation to managers and supervisors on labor relations matters.

• Assisting with grievances, complaints, labor disputes, and other labor-management issues.

• Supporting the development and implementation of labor relations policies and procedures.

• Exercising independent judgment and discretion when addressing sensitive and confidential matters.

• Assisting managers and supervisors in resolving labor disputes effectively and at the lowest appropriate level.

This position is located at 1416 9th Street, Sacramento, CA 95814 and offers a hybrid work schedule consistent with DIR's telework policy.

Job Requirements

Applicants must meet the Minimum Qualifications for the Labor Relations Specialist classification and must have eligibility for State of California employment. Candidates may qualify by being reachable on an employment list, currently holding the classification, having transfer or reinstatement eligibility, having LEAP eligibility, or otherwise meeting the eligibility requirements identified in the official CalCareers posting.

Desirable qualifications include:

• Excellent written and verbal communication skills.

• Ability to consult tactfully and effectively with management and union representatives.

• Knowledge of Memoranda of Understanding (MOUs), contract interpretation, and applicable labor laws.

• Ability to exercise discretion and appropriately handle confidential and sensitive information.

• Ability to manage multiple priorities and deadlines in a fast-paced environment.

• Strong analytical, research, problem-solving, and organizational skills.

• Customer-focused approach and ability to develop positive working relationships with employees and management at all levels.
