Job SummaryIT Specialist (APPSW) Business Intelligence Platform Developer positions are being filled through the Office of Personnel Management's delegated Direct Hire Authority. This position is open to all U.S. citizens and will be processed as a new appointment to the civil service.LocationWoodlawn, MD. Telework eligible per agency policy. Employees are required to be on site 75% of duty time.CompensationAnnual salary: $143,913 – $197,200 (GS 14‑15). No relocation expenses. Appointment type: Permanent.Work ScheduleFull‑time, 8‑hour days. No travel required.ResponsibilitiesDevelop and maintain complex WebFOCUS reports and portals using WebFOCUS Designer and App Studio.Lead technical efforts to translate business requirements into scalable and maintainable WebFOCUS solutions.Integrate WebFOCUS with multiple data sources (PostgreSQL, Oracle, DB2) and implement ETL processes and data warehousing solutions.Administer WebFOCUS, including user management, security, and performance monitoring.Drive process improvement, quality assurance, and technical documentation for BI platforms.Support the design, development, and implementation of advanced reporting and analytics solutions using BI software such as WebFOCUS, MicroStrategy, and Tableau.Optimize BI solutions for performance, scalability, and usability.Provide technical leadership and mentorship to development teams.QualificationsAdvanced proficiency in developing WebFOCUS reports and portals.Lead experience translating business requirements into technical solutions.Strong communication skills for both technical and non‑technical stakeholders.Experience integrating BI tools with PostgreSQL, Oracle, DB2, and building ETL pipelines.WebFOCUS administration: user management, security, performance.Process improvement expertise and documentation skills.Knowledge of AI integration with BI solutions is a plus.Minimum Experience RequirementsGS‑14: Specialized experience at the GS‑13 level or equivalent. Must possess the core WebFOCUS and BI competencies listed.GS‑15: Specialized experience at the GS‑14 level or equivalent.
