BRIEF POSITION SUMMARY

Performs complex (journeylevel) work supporting the Texas State Guard (TXSG) by providing professional oversight, coordination, administration, and continuity for organizational training programs and operations. The incumbent develops, coordinates, monitors, and evaluates current and projected TXSG training programs, including Mission Ready Packages, Mobile Training Teams, Professional Military Education, individual and collective training, and other programs as assigned. The position maintains continuity between fulltime staff and MDay TXSG training leadership, interacts with organizational leadership and external partners, and independently plans and carries out program requirements, conducts technical analysis and research, identifies training gaps, and recommends solutions to meet organizational objectives. The position primarily provides training program management and oversight rather than conducting all assigned training personally. Reports to the TXSG Deputy Chief of Staff and works under general supervision, with moderate latitude for the use of initiative and independent judgment.

WORK HOURS: Monday Friday, 8 hours a day, 40 hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
  • Develops plans, programs, policies, and procedures for the management and administration of current and projected TXSG training programs.
  • Provides oversight and coordination for TXSG Mission Ready Packages, Mobile Training Teams, Professional Military Education, individual training, collective training, and other assigned training initiatives.
  • Coordinates with the MDay TXSG Training Officer and other designated training personnel to maintain continuity, synchronization, and accountability across all TXSG training programs and operations.
  • Serves as the primary fulltime staff coordinator for assigned training programs, requirements, schedules, resources, and reporting.
  • Develops draft policies, concepts, standard operating procedures, orders, and implementation guidance to support effective and efficient training operations.
  • Reviews existing training policies, procedures, systems, and processes and recommends changes to improve efficiency, standardization, readiness, and organizational performance.
  • Monitors the development, execution, and completion of training requirements without necessarily serving as the primary instructor or personally conducting each training event.
  • Coordinates training support requirements with organizational staff sections, subordinate commands, instructors, subjectmatter experts, and external agencies.
  • Plans, assigns, coordinates, and monitors the activities of training staff, instructors, Mobile Training Teams, and other personnel supporting assigned training programs.
  • Evaluates Mobile Training Teams and other training activities to ensure compliance with approved policies, procedures, objectives, and performance standards.
  • Develops and maintains training calendars, schedules, milestones, task trackers, and other management tools needed to monitor program execution.
  • Collects, analyzes, validates, and maintains training data, participation records, completion information, readiness statistics, and other program documentation.
  • Prepares and reviews training status reports, operational reports, executive summaries, briefings, information papers, and recommendations for organizational leadership.
  • Identifies training deficiencies, capability gaps, resource shortfalls, and emerging requirements and recommends appropriate corrective actions.
  • Coordinates facilities, classrooms, ranges, equipment, transportation, communications, information systems, and other logistical requirements necessary to support training activities.
  • Coordinates physical, technological, accessibility, and other reasonable logistical accommodations required to support participation in approved training programs, in accordance with applicable policies and available resources.
  • Maintains administrative quality control over training records, reports, course materials, orders, rosters, evaluations, and related documentation.
  • Assists with the administration and maintenance of organizational training management systems, databases, shared drives, digital records, and reporting platforms.
  • Plans and coordinates workshops, conferences, working groups, planning sessions, and training events.
  • Provides staff support during exercises, emergency activations, State ActiveDuty missions, and other operational requirements when directed.
  • Coordinates with operational staff to identify missiondriven training requirements and assists in developing training solutions that improve organizational readiness.
  • Supports training department personnel during periods of increased operational tempo, major exercises, inspections, evaluations, or organizational transitions.
  • Tracks assigned tasks, suspenses, deliverables, and corrective actions and provides timely updates to leadership.
  • Provides technical assistance, guidance, and recommendations to commanders, staff members, instructors, and unit training personnel.
  • Assists in the development of annual and longrange training plans, organizational training objectives, budgets, and resource requirements.
  • Ensures assigned training programs support command priorities, established readiness standards, and applicable Texas Military Department and TXSG policies.
  • Performs related duties and special assignments as directed.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
CONDITIONS OF EMPLOYMENT
  • Applicants must have and maintain an active membership in the Texas State Guard as a condition of employment. Must be qualified for entry into or continued service in the Texas State Guard in accordance with all applicable regulatory policies. Candidates must meet age, education, aptitude, physical and character requirements for the TXSG. MINIMUM QUALIFICATIONS

EDUCATION:
  • Graduation from a standard high school or equivalent is required.
PREFERRED EDUCATION:
  • Graduation from an accredited fouryear college or university with major course work in education, business administration, program management or related field preferred.
  • Graduate of U.S. Army Command and General Staff College or service equivalent is preferred.
EXPERIENCE:
  • Four (4) years' experience in office management, business administration, information technology, human resource administration, and or budget preparation work is required.
  • Experience using Microsoft Excel, Word, PowerPoint Outlook is required.
PREFERRED EXPERIENCE:
  • Extensive knowledge and experience in leadership, advising and training is preferred.
  • Experience developing, planning, implementing or evaluating training courses and/or educational activities is preferred.
  • Extensive experience of overseeing complex staff planning and the execution of complex operations is preferred.
  • Experience in operational support processes involving the United States military in the active service is preferred.
  • Experience working in a volunteer organization is preferred.
  • Experience in planning, coordinating or conducting Defense Support to Civilian Authorities (DSCA) operations is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
  • Valid driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:

  • Background Investigation . Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in EVerify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I9 to confirm work authorization.
