UNIT DESCRIPTION
The mission of the International Terrorism Operations Section - I (ITOS I) within the Counterterrorism Division is to protect the American people from the threat of international terrorism (IT) within the United States. ITOS I has program management responsibilities for all IT cases involving US-based subjects, excluding those cases managed by ITS. ITOS I personnel support investigative cases through coordination with interagency partners and other CTD sections; provide oversight of program execution in the field; provide investigative updates for CTD leadership; and provide data in response to requests from CTD leadership, FBI Executives, and partner agencies.
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee
  • Must be able to obtain an SCI clearance
  • Some travel may/Frequent travel may be required
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)

The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Occasional travel may be required.
MAJOR DUTIES
  • Take on highly complex or extremely sensitive projects and lead the program management team and field office coordination to resolve these tasks in a timely fashion, and to the benefit of the division and the field.
  • Plan and analyze a broad range of program functions which address diverse, complex, and difficult duties related to a wide array of issues including, but not limited to, budget and financial management, compliance management, policy development, program development and assessment, and strategic planning, that have a direct impact on operations and missions.
  • Serve as primary reviewer and approver for leads assigned to the program management unit by the field investigators to include FDRs, Name traces, FISA requests, declassification requests, ATIs, EAN budget requests, case openings and closures.
  • Conduct regular contact with GS-14 SSA and PCORs from multiple field offices to provide guidance and oversight to investigative squads in the field.
  • Develop and present investigative updates, case strategies, and expert guidance to executive management and/or operational squads in the form of written reports, letter-head memoranda, and executive summaries.
  • Participate in advisory councils, working groups, and prepare training material for future RPMs, SSAs, and professional staff incoming to CTD.

Specialized Experience (SE)
GS-14: Applicant must possess at least one (1) year of SE equivalent to the GS-13 grade level. SE is defined as follows:
  • Experience in the assessment and improvement of program effectiveness applicable to counterterrorism threats, violations, and disruption strategies to identify the impact and effectiveness of bureau programs and provide operational recommendations.
  • Experience or having expert knowledge in the application of a wide range of investigative methods and operational techniques for the assessment and improvement of counterterrorism investigations or the improvement of complex program management processes, IT systems, and policy procedures.
  • Communicate clearly and effectively, both orally and in writing, in order to advise and guide executive management relative to a variety of issues, make presentations, and prepare complete briefings that are distributed throughout section and division.
