Position OverviewThe City of Starbase is seeking a Municipal Court Judge to preside over the City's Municipal Court and administer justice in a fair, impartial, and efficient manner. The Municipal Court Judge is responsible for hearing cases involving violations of City ordinances and applicable state laws within the court's jurisdiction, ensuring due process, and upholding the integrity of the judicial system.This position plays a critical role in establishing trust in local government, setting the tone for a high-functioning court, and supporting the City's commitment to professionalism, accountability, and public service. The City intends to operate a digital-first Municipal Court and is evaluating modern electronic case management tools to manage dockets, records, and court workflows.Appointment and TermThe Municipal Court Judge is appointed by the City Commission and serves in accordance with Texas law and City ordinances. The position will begin as part-time / as needed, with an expectation of no fewer than one day of sittings per month, and more as needed, plus preparation and other duties.Essential Duties and ResponsibilitiesPreside over Municipal Court proceedings, including arraignments, trials, hearings, and disposition of cases.Hear and determine criminal misdemeanor cases punishable by fine only, including violations of City ordinances and state law within municipal court jurisdiction.Ensure that all court proceedings are conducted in accordance with the U.S. Constitution, Texas Constitution, Texas Code of Criminal Procedure, and applicable statutes.Impose fines, court costs, and other lawful remedies; approve payment plans, deferred dispositions, and alternatives to full payment as authorized by law.Issue judgments, orders, warrants, subpoenas, capiases, and other legal instruments as required.Use the City's electronic case management system and related court technology to review files, manage the docket, issue and sign orders and judgments, and maintain accurate digital court records, in coordination with the Court Clerk.Participate in the standup of court technology and workflows, including training on the City's case management platform, and help the Court adopt efficient digital processes consistent with due process, judicial independence, and applicable records-retention and confidentiality requirements.Oversee and provide judicial direction to court staff, including the Court Clerk, while respecting administrative authority of the City.Administer oaths, and establish and maintain courtroom procedures that promote efficiency, clarity, and respect for defendants, victims, attorneys, and the public.Ensure compliance with judicial ethics, confidentiality requirements, and open courts principles.Review and approve indigency determinations and appointment of counsel where required by law.Participate in judicial education and continuing legal education as required by the State of Texas.Coordinate with City staff, prosecutors, law enforcement, and defense counsel to ensure the effective operation of the Municipal Court.Required:Must meet all qualifications for Municipal Court Judge under Texas law.Licensed to practice law in the State of Texas.In good standing with the State Bar of Texas.Knowledge of Texas municipal court procedures, criminal law, and rules of evidence.No professional or personal conflicts that would prevent fulfilment of judicial responsibilities.Preferred:Prior experience serving as a municipal judge, magistrate, or practicing attorney with relevant court experience.Familiarity with court technology and electronic case management systems, e-citations, electronic signatures, digital evidence, online payments, and modern court administration practices.Enthusiasm for using and helping implement new technology solutions in a newly established court, and a practical, problem-solving approach to digital workflows.Experience working in or with local government.Knowledge, Skills, and AbilitiesStrong judicial temperament, integrity, and impartial judgment.Ability to interpret and apply laws, ordinances, and legal precedents accurately.Excellent oral and written communication skills.Ability to manage a courtroom effectively and handle high-volume dockets.Commitment to fairness, transparency, and respectful treatment of all parties.Ability to work collaboratively with City leadership while maintaining judicial independence.#J-18808-Ljbffr
