ASSISTANT ADMINISTRATIVE ANALYSTS II (Non-Career)

(This is an at-will position)

Hourly Wage: $32.275 - $43.830

THE ROLE:

Under minimal supervision and reporting to the Procurement Manager, the CPS Division is seeking two Non-Career Assistant Administrative Analysts II to perform the day-to-day procurement activities to ensure compliance with procurement policies and support contract compliance and procedures.

This is an unclassified (Non-Civil Service) position. Non-career positions typically average 20 hours per week, up to 29 hours a week, for a total of 1600 hours in a year for a maximum of two (2) years. Flexibility is offered within typical business hours. The assignment may end at any time, but under no circumstances will it extend beyond two years.

THE TEAM:

The Central Procurement Services Division is responsible for establishing contract and procurement standards, managing purchase processes, the Small Business Enterprise (SBE) Program, and providing guidance to Port staff regarding best practices for their contract/procurement matters.

EXAMPLES OF DUTIES

HOW YOU GET TO CONTRIBUTE:
  • Assist in coordinating and executing procurements in accordance with applicable federal, state, and local laws, and Port policies and procedures.
  • Assist in developing and coordinating completion of solicitation documents.
  • Coordinate and facilitate pre-proposal and pre-bid conferences.
  • Coordinate and facilitate evaluation committee composition and all associated activities.
  • Interface with Divisions and external stakeholders to provide customer service on procurement matters.
  • Facilitate execution of the contract.
  • Maintain the integrity of the procurement process.
  • Analyze procurement activities and recommend improvements through more efficient procurement methods, quantity discounts, cooperative purchasing, etc.
  • Independently develop analytical studies and develop, compile, and report results, as needed.
  • Prepare and maintain accurate records and documentation on procurements and associated activity.
  • Build and maintain strategic relationships internally and externally.
  • Conduct special projects, as needed.
  • Perform other duties as required.


REQUIREMENTS TO FILE

EDUCATION, KNOWLEDGE & EXPERIENCE:
  • A Bachelor’s degree from an accredited college or university in Business or Public Administration, Business Law, Finance, Purchasing, Finance or a closely related field.
  • Professional experience in the field of procurement, internal auditing, policy, analysis, or contract administration, offering specific and substantial preparation for the duties of the position, may be substituted for the required education on a year-for-year basis.
  • A history of successfully working with people from diverse backgrounds and areas of technical expertise is required.
  • Experience with state, federal, and local government regulations and/or contracting is preferred.
  • Background in all phases of procurement and contract management, from initial solicitation to final contract closeout, is preferred.

TECHNICAL SKILLS NEEDED:
  • Must be able to effectively use MS Office, including Word, Excel, Outlook, Teams, and other related applications.
  • Must be able to prepare clear, accurate, and concise records and reports.
  • Must be able to become proficient in PlanetBids and Simpler reporting.
  • Must be able to adapt to and use new software and web-based programs, as applicable.

DESIRABLE:
  • Prior Port or City experience is a plus.
  • Ability to communicate in additional languages is desirable.
