Job Description

The Position

OPEN EXAMINATION - ONE YEAR PROBATIONARY PERIOD

Under general supervision, this journey level classification in the Transit Series performs the more complex assignments in transit work requiring complete knowledge of transit principles and practices.

Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

Works with Transit Division staff to manage and implement the City's fixed route and demand response service programs, including service change initiatives, and other public transportation related programs.

Performs weekly early morning vehicle pull-out compliance inspections.

Coordinates all Geographic Information System (GIS) and related service data for transit information and updates third party users of ArcGIS data.

Prepares maps and reports using GIS mapping and data analysis tools.

Coordinates real time transit information systems for information accuracy, passenger functionality and management reporting.

Utilizes information systems to produce agency administrative reports, and works with respective programs to implement corrections or changes to transit information.

Maintains inventory control system for transit assets.

Performs inventory and condition audits to assist in implementing strategies and activities to maintain the Federal Transit Administration’s standards for State of Good Repair.

Develops guides, standards and inspection procedures for the collection of asset data; provides analysis and interpretation of data for use.

Collects, reports, and prepares audit materials, and ensures compliance for annual Federal, State, and local grant requirements.

Researches, field monitors, performs field data collection, analyzes and identifies trends of the service operations based on various data gathering.

Collects, manages and reports monthly and annual performance data to regulatory agencies and auditors.

Serves as Transit Division subject matter expert for vehicle based electronic equipment and software such as mobile data terminals, GPS, passenger counters, announcement systems, revenue collection (fareboxes), and camera surveillance systems.

Prepares grant applications and grant administration to support Transit Division projects and programs.

Prepares, coordinates and implements a variety of ridership and community outreach programs.

Develop graphics, print, and digital marketing collateral for service change initiatives and community outreach efforts.

Performs detailed field assessments and inventories of bus stops and zones.

Evaluates current Engineering and Development projects along bus routes and at bus stops.

Coordinates filming, special events and construction permit activity affecting transit routes.

Writes draft transit related reports and prepares presentations for use at Department, Commission and Council Meetings.

Writes draft transit related requests for proposals, bids, contracts, and agreements.

Participates in development of systems, programs and procedural standards; develops methods for implementing monitoring standards.

Actively identifies strategies and develops programs to increase and improve transit services, customer service and passenger safety.

May coordinate and supervise the work for staff support, interns, youth workers and volunteers.

Represents the City on regional committees and working groups.

May drive on City business as necessary.

Assumes responsibility for ensuring the duties of the position are performed in a safe efficient manner.

Performs other related duties as assigned or as the situation requires.

Minimum Requirements

An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities maybe qualifying.

Experience
Two years of recent experience in Transit administration/management is required.
Transit experience with a local government agency is desirable.

Education/Training
Bachelor’s Degree in Transportation, Planning, Public Administration, Geography, Computer Science, Finance, Engineering, Business, or a related field is required.

License(s)/Certification(s)
Valid Class C California driver's license is required.

ERSI ARCGIS software for production of maps and to conduct data analysis.
Transit systems.

Collect, analyze and interpret data for transit service reporting and transportation planning related studies.
Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.

Selection Process

EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. Only the most qualified applicants will be invited to participate in the selection process.
Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.
ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and personal fitness for the position.

Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
