A Data Analytics Manager job is available with the City of Fort Worth FWLab department's Analytics & Intelligence (A&I) Division. This role leads the Data & Artificial Intelligence (DAI) team, made up of four Senior Data Science Analysts plus two to three interns as capacity allows, and serves as the City's central hub for data analytics, data science, artificial intelligence, data governance, and innovative technical solutions. The team's work spans financial and budget analysis, GIS, machine learning, AI agent and bot development, dashboarding, automation, data governance, and the citywide data inventory.

The Manager reports to the A&I Assistant Director and partners closely with the division's Business Strategy & Performance and Systems & Database teams, the Budget and Revenue divisions of FWLab, along with departments citywide to drive data-driven decision making.

Given the enterprise-wide reach of this work, the ideal candidate is a hands-on practitioner as well as a leader, comfortable building dashboards, automations, and AI agents alongside the team (using tools such as Copilot Studio and Microsoft Azure AI Foundry), and moves easily between technical delivery, strategic thinking, and relationship building across a large, complex organization.

Minimum Qualifications:
  • Bachelor's Degree in Computer Science, Finance, Economics, Information Technology, Public Administration, or Business Administration and at least
  • Five (5) years' experience in performing financial or data analysis experience

Preferred Qualifications:
  • Experience leading a data analytics, data science, or AI function, including direct supervision of technical staff, hiring, performance management, workload prioritization, and technical quality review of analytical delivera
  • Hands-on proficiency with analytics and development tools (e.g., SQL, Python, Power BI, Excel, GIS) and with AI and automation platforms, with the ability to build and deliver work directly rather than only oversee it
  • Experience with data governance, data strategy, data inventory, machine learning, or data warehouse development, and experience managing multiple concurrent technical projects and communicating complex findings and recommendations to executive or department-level stakeholders, in local government or another large, complex organization

The Data Analytics Manager job responsibilities include:
  • Manages the Data & Artificial Intelligence team (four Senior Data Science Analysts, plus two to three interns as capacity allows), including workload management, coaching, technical mentorship, goal setting, and annual performance evaluations, and advises the Assistant Director on resource allocation, budget, and staffing needs
  • Sets the strategic direction for the City's data analytics, data science, and artificial intelligence efforts, and owns the City's data strategy covering data collection, usage, governance, and business impact
  • Performs hands-on technical delivery alongside the team, absorbing overflow work during periods of high demand, staff absence, or turnover
  • Leads the City's data governance program, chairing the Data Governance Committee and the semiannual review and adoption of citywide data policies, standards, and procedures, and reviews federal, state, and local mandates governing data use and compliance
  • Maintains the citywide data inventory, updated every two years, and supports data warehouse development toward a single source of truth for City data
  • Oversees AI training and upskilling across the City's 28 departments and more than 8,000 employees, including citywide mass trainings, monthly upskilling updates and newsletters, in-person sessions, and ongoing curriculum updates
  • Evaluates AI product requests submitted by departments, determining which warrant AI development versus automation or analytics, and manages the team's project portfolio, including competing priorities, deadlines, blockers, and quality review of deliverables
  • Builds relationships across departments to secure buy-in for data and AI products and to identify where analytics and automation can improve service delivery

Working Conditions & Physical Demand:

Sedentary Work-Depending on assignment, position in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting more of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.

Medical Program

Also, services are available at any one of the five satellite locations that serves employees across the city.

The Consumer Choice Plan – Is offered to employees at no cost or low monthly premiums to cover eligible dependents and provides the financial benefits of a Health Savings Account (HSA).

• Prescription Drug coverage including mail order pharmacy are also included.

Vacation

Eligible for 3 weeks of vacation: After successful completion of probationary period (usually
6 months), employees may take time off for rest, relaxation, vacation, illness, religious observances, and personal business.

Holidays

Available on the first day of employment, the city provides employees with paid holidays, including two personal holidays.

Wellness Program

The city’s Healthy Challenge Wellness Program rewards all full-time, benefit-eligible employees on the city’s health insurance. The Healthy Challenge Program utilizes a points system. Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward. By participating, individuals can earn $150, $200 or $250 by accumulating program points.
