The Idaho Department of Health and Welfare, Division of Public Health, is seeking twofull-time Health Program Specialists to join the Bureau of Healthcare Access in Boise.
The Bureau of Healthcare Access administers programs that strengthen Idaho's healthcare system and improve access to healthcare services, particularly in rural and underserved communities. The Bureau partners with healthcare organizations, professionals, and communities through grants, subgrants, contracts, loan repayment programs, technical assistance, and other initiatives supporting healthcare access, quality improvement, and workforce recruitment and retention.
These positions coordinate and administer multiple state- and federally funded healthcare programs. Health Program Specialists work with healthcare organizations, program participants, state and federal partners, and other stakeholders to implement program activities, provide technical assistance, monitor performance and funding, support reporting and evaluation, and ensure compliance with program requirements.
One position will primarily support the Rural Physician Incentive Program (RPIP), Rural Health Access Program (RHAP), and Rural Nursing Loan Repayment Program (RNLRP). The second position will primarily support the Medicare Rural Hospital Flexibility (Flex) Program and Small Rural Hospital Improvement Program (SHIP). Both positions require managing multiple programs, priorities, deadlines, and stakeholder relationships and contribute to Bureau-wide activities and initiatives as needed.

EXAMPLE OF DUTIES:
- Administer state- and federally funded healthcare programs, including grants, subgrants, contracts, and loan repayment activities.
- Develop, implement, manage, and monitor subgrants and contracts in accordance with program requirements, funding guidelines, and Department policies.
- Provide technical assistance, guidance, and consultation to healthcare organizations, program participants, subgrantees, contractors, and other stakeholders regarding program requirements and activities.
- Monitor program performance, deliverables, expenditures, timelines, and participant requirements to ensure compliance with state and federal funding requirements.
- Review programmatic and fiscal reports, invoices, supporting documentation, and other submissions for accuracy, completeness, compliance, and alignment with approved activities and budgets.
- Collect, analyze, validate, and compile program data for performance monitoring, evaluation, quality improvement, and required state and federal reporting.
- Develop and maintain program procedures, guidance, application materials, reporting tools, and other resources necessary to effectively administer programs.
- Plan, prepare, monitor, and review program and project budgets and expenditures to support appropriate and timely use of funds.
- Establish and maintain relationships with healthcare organizations, state and federal partners, professional associations, community partners, and internal stakeholders to coordinate program activities and advance program objectives.
- Assist with federal grant applications, continuation applications, required reports, program evaluations, audits, and other activities necessary to obtain and maintain program funding.

- Some knowledge of public health practices. Typically gained by completion of college-level coursework relating to public health practices OR at least one year of professional level experience in a public health field.
- Some knowledge of survey methodology and statistical procedures used to collect, analyze, and interpret data. Typically gained by completion of at least one upper division college-level course in statistics OR at least one year of experience performing related work with a measured outcome.
- Experience managing projects. Typically gained by approximately one year of experience where you held the responsibility for all the various aspects of managing an entire project.
- Experience administering state or federally funded programs. Typically gained by at least one year of professional experience implementing program requirements, monitoring deliverables, preparing reports, tracking expenditures, or ensuring compliance with state or federal funding requirements.
- Experience developing, administering, monitoring, or evaluating grants, subgrants, or contracts. Typically gained by at least one year of professional experience involving grants, subgrants, contracts, or similar funding agreements.
- Experience managing program or grant budgets. Typically gained by at least one year of related professional experience OR successful completion of two college-level courses in finance, accounting, business administration, or a closely related field.
- Experience providing technical assistance to hospitals, clinics, healthcare organizations, community-based organizations, or other program partners. Typically gained by at least one year of professional experience providing consultation, guidance, training, or technical assistance related to program requirements, implementation, reporting, or compliance.
- Experience with health or human services program development, implementation, or evaluation. Typically gained by at least one year of professional experience assessing program needs; developing or implementing program activities; monitoring program performance; evaluating outcomes; or supporting continuous quality improvement.
