This vacancy is for a Management and Program Analyst in the Strategic Trade (ST), Office of the Assistant Secretary for Export Administration (OASEA), Bureau of Industry and Security (BIS) within the Department of Commerce.This position may be filled in one of the following offices within the ST: Office of Nonproliferation and Foreign Policy Controls (NFPC), Office of National Security Controls (ONSC), or Office of Exporter Services (OExS). Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the GS-13 level:SPECIALIZED EXPERIENCE:Identifying the need for and conducting studies of organizational and/or national security policies or programs to evaluate effectiveness and efficiency of operations; andParticipating in projects (e.g. drafting project plans, providing information/data input, and/or evaluating the quality of the project results); andDeveloping and maintaining working relationships with multiple stakeholders (e.g., leadership, internal or external stakeholders, and/or interorganizational partners); andDrafting correspondence, memoranda, briefings, and/or standard operating procedures to meet Office needs and respond to senior-level taskings related to national security.To qualify at the GS-14 level:SPECIALIZED EXPERIENCE:Identifying the need for and conducting studies of actual or proposed organizational national security policies or programs to evaluate effectiveness, efficiency and/or assess operational impact; andCoordinating projects, such as assembling and coordinating input from a project team, drafting and managing project plans, and/or monitoring the quality of the project results; andCommunicating with and/or representing an organization to multiple stakeholders (e.g., leadership, internal or external stakeholders, and/or interorganizational partners); andDeveloping written materials (e.g., correspondence, memoranda, briefings, standard operating procedures) related to national security program policies and/or management activities on behalf of the Office.To qualify at the GS-15 level:SPECIALIZED EXPERIENCE:Identifying the need for and conducting high-level analyses of actual or proposed organizational national security policies or programs, identifying strategic implications and advising senior leadership on recommended courses of action; andLeading projects from initiation to completion, including assembling and leading a project team, drafting, and managing project plans, and monitoring the quality of the project results; andCommunicating authoritatively with and/or representing an organization to multiple stakeholders to advance an organizational position (e.g., leadership, internal or external stakeholders, and/or interorganizational partners); andDeveloping written materials (e.g., correspondence, memoranda, briefings, standard operating procedures) related to national security program policies and/or management activities on behalf of the Office.#J-18808-Ljbffr
