Executive Summary: HRUCKUS is looking for an experienced Smoking Enforcement Investigator to support the District's enforcement of smoke-free and tobacco-control laws by conducting routine, undercover, and complaint-driven inspections across the District of Columbia.


Position Description: The investigator will conduct routine and complaint-driven inspections of workplaces, public places, and establishments to determine compliance with smoke-free laws, document violations, issue notices of infractions, and provide compliance assistance and outreach to businesses.


Position Responsibilities:

  • Conduct routine and complaint-driven inspections of workplaces, public places, and establishments to determine compliance with smoke-free laws.
  • Respond promptly to public complaints submitted through online forms, phone calls, or emails.
  • Inspect establishments for active smoking, smoking residue, or use of smoking items.
  • Verify compliance with signage requirements, ensuring signs are posted, visible or unobscured.
  • Conduct undercover or unannounced surveillance when necessary to document violations.
  • Issue notices of infractions or violations of smoking, signage, or Tobacco control laws.
  • Document violations using photos, evidence logs, witness statements and standardized forms.
  • Conduct follow-up inspections to confirm corrective actions have been taken.
  • Provide compliance assistance to businesses and establishments including explanations of corrective measures.
  • Maintain accurate and complete records.
  • Provide outreach and education to businesses and establishments with information on smoke-free laws, exemption processes, signage requirements, and corrective procedures.


Required Qualifications:

  • Bachelor's degree in public health, environmental health, regulatory enforcement, or a related field from an accredited college or university.
  • 1 to 3 years of experience performing investigator reports and investigative enforcement duties.


Desired Qualifications:

  • Prior experience performing field inspections in a public health or regulatory environment.
  • Strong ability to maintain accurate records and document violations using standardized forms.
  • Excellent communication skills for conducting outreach and providing compliance assistance to business owners.
  • Experience providing compliance assistance, outreach, and education to business establishments
