Corridor (Acquisition) Specialist - CBP PPMSS

Angayut, LLC is seeking a Corridor Specialist for a vacant position in Grand Forks, North Dakota, supporting U.S. Customs and Border Protection (CBP) under the PPMSS contract. The position provides corridor-level acquisition, funding and budget, and Building Operations, Maintenance, and Repair (BOMR) support to the BPAM Program Management Office (PMO) for U.S. Border Patrol (USBP) and Air and Marine Operations (AMO) real property and facility operations.

The Corridor Specialist will help plan, execute, track, and sustain facilitysupport across the assigned geographic corridor. The successful candidate will coordinate with Government managers, financial staff, project analysts, and servicing agencies to maintain acquisition documentation, cost estimates, funding records, maintenance information, and timely reports.

Key Responsibilities

  • Support project and program acquisition activities, monitor procurement timelines and milestones, and assist Program and Project Managers with acquisition documentation, plans, and performance measures.
  • Help develop Statements of Work, Statements of Objectives, and Performance Work Statements consistent with USACE, FAA, GSA, and CBP requirements, the Federal Acquisition Regulation (FAR), the Homeland Security Acquisition Regulation (HSAR), and applicable policy.
  • Assist with market research, Determinations and Findings, and analyses of alternatives that identify at least three vendors capable of meeting requirements.
  • Assist with Independent Government Cost Estimates (IGCEs) and lifecycle cost estimates using market research, historical pricing, and comparative analysis. Maintain templates and process documentation, develop baseline estimates for recurring work, compare estimates with actual costs, recommend mitigation, and support cost-estimating quality practices and related training as requested.
  • Manage, track, and report funding and budgets for assigned initiatives, projects, and tasks; submit Purchase Requisition Requests (PRRs); track financial actions in SAP; and coordinate available, expensed, and obligated funding with servicing agencies.
  • Track all project costs in TRIRIGA or its successor, update records at least monthly, and report funding and budget status to the Government monthly.
  • Support operations, maintenance, and repair contracts for the assigned corridor. Analyze historical data, trends, and upcoming requirements to support sustainment planning and recommend budgets, plans, and execution strategies to the Facility and Infrastructure Manager and BOMR Corridor Manager.
  • Prepare the monthly Maintenance and Repair (M&R) Coordination report covering cost, scope, modifications, percent complete, and logistics support status; maintain data and contract information for standard and ad hoc Government reporting.
  • Track and prepare documentation for task-order execution in the assigned area of responsibility, including tracking funding executed through federal purchase cards.
  • Manage maintenance, repair, and operations (MRO) program data, including facility deficiencies in TRIRIGA or its successor, operations and maintenance contracts, and building systems; maintain MRO documents in the CBP SharePoint repository or its successor.
  • Coordinate with BOMR Corridor Managers, the Financial Management Branch, and project analysts responsible for real-property data; assist with out-year budget planning, current-year contract execution, and spend-plan analysis for maintenance, repair, and operations requirements.

Qualifications

  • Education: Bachelor's degree required. Additional relevant experience may offset the education requirement on a case-by-case basis.
  • Experience: Five (5) or more years of experience in facility management required.
  • Preferred: Experience with federal facilities, sustainment, maintenance contracts, or construction support.
  • Preferred: Experience preparing acquisition documentation and independent government cost estimates and tracking budgets.
  • Preferred: Familiarity with CBP or similar systems of record, including TRIRIGA or its successor, SAP, and SharePoint.
  • Preferred: OSHA 10-hour training.
  • Preferred: Experience coordinating with Facility and Infrastructure Managers, BOMR Corridor Managers, the Financial Management Branch, and servicing agencies.
  • Schedule: Ability to work five eight-hour days, Monday through Friday, during Government-designated hours generally within 6:00 a.m. to 6:00 p.m. local time. No overtime is authorized.

Travel

Travel may be required to support the assigned corridor. All travel requires prior authorization from the Government client and COR.

A CBP Background Investigation is required. The candidate must meet applicable Government suitability and access requirements, and the resume must be submitted to and approved by the COR and Government client before the candidate starts work.
