Summary
Company Description
MAINSAIL Group provides systems engineering and technical assistance, advisory and assistance services, and program management support to Air Force, Space Force and Navy customers. MAINSAIL and its joint ventures manage Secret, Top Secret, SCI and Special Access Program requirements at customer sites across the United States.
The role
We are looking for an experienced industrial security professional to run our security program day to day for about 10 to 15 hours a week. You will own personnel security in DISS, serve as our Contractor Special Security Officer (CSSO) with the customer's special security office, prepare and manage DD 254s for our joint venture members and subcontractors, coordinate SCI and SAP access with our Government customers, and carry out the facility clearance, DCSA and security program work that keeps MAINSAIL and its joint ventures inspection ready. The work is remote and done on your schedule, with the responsiveness that clearance actions and a busy program require. You report to the Managing Director.
What you will do
• Personnel security. Run in processing and out processing in DISS for every cleared employee: owning and servicing relationships, eligibility verification, reciprocity, access granted at the level each position requires, investigation initiation through NBIS, fingerprints, continuous vetting enrollment, and reporting of changes and adverse information.
• SCI processing. Serve as the appointed CSSO with Government special security offices. Prepare and submit SCI nominations, in-billet transfers and indoctrination requests through SCINet; confirm derivative classification training and pre-screening are complete before nomination; coordinate indoctrinations and debriefings; and track SCI access by person, billet and contract.
• Contract transitions. When we take over work from an incumbent contractor, move the transitioning workforce into our security management office without a lapse in access: coordinate do-not-debrief instructions with the outgoing contractor's security office, take ownership in DISS, rebrief collateral access and complete SCI in-billet transfers on the start date. Run the same process in reverse when employees leave a program.
• Special Access Programs. Coordinate program access requests, supplier data sheets and briefings with the Government program security officer for employees and subcontractors on SAP-supported work.
• Visit authorizations. Submit and maintain visit authorization requests in DISS for employees supporting customer sites, and SCI visit certifications through the customer's special security office at least five business days ahead. Keep both current as staffing and contracts change.
• CAC and badging. Submit CAC requests to the Government's trusted agent at least ten days before need, track area badges, recover CACs and badges at out processing, and maintain the badge status report our customer requires each month.
• DD 254s. Prepare DD Form 254s for our subcontractors and joint venture members, route them through the Government program and special security offices for approval, and manage revisions and annual reviews. Collect each subcontractor's CAGE code, cognizant DCSA field office and FSO details, verify its facility clearance in NISS before work begins, and flow down each prime contract's SCI and SAP requirements.
• Facility clearance compliance. Maintain the NISS profiles and facility clearances for MAINSAIL and the joint ventures it manages: key management personnel, changed condition reports and other updates. Conduct the annual self-inspection for each entity and certify it in NISS. Serve as the primary point of contact with our DCSA Industrial Security Representative and prepare for and support DCSA security reviews.
• Security program and training. Keep MAINSAIL's security policies, procedures and insider threat program current. Conduct new hire security indoctrination and annual security refresher training for all employees, plus derivative classification training and special briefings such as CNWDI and NATO when a contract calls for them. Manage foreign travel and foreign contact reporting, OPSEC training tracking, and incident reporting under 32 CFR Part 117 (NISPOM) and SEAD 3.
• Customer liaison. Work directly with Government security offices, the contracting officer's representative and prime contractor security staff on access, badging, classified network accounts (SIPR and JWICS) and program security requirements.
• Records and reporting. Keep an accurate clearance roster that ties each employee's access to the position they fill, and a compliance calendar, using the tracking and AI-assisted tools MAINSAIL provides. Give the Managing Director a short monthly status: actions completed, open items and anything due in the next 60 days.
Required
• Active Top Secret clearance with current SCI access.
• At least three years as an FSO, AFSO or industrial security specialist in a cleared contractor environment under 32 CFR Part 117 (NISPOM).
• Hands-on experience in DISS, including in processing, out processing and eligibility actions; working knowledge of NBIS and NISS.
• Experience preparing and reviewing DD Form 254s, including subcontract DD 254s, and maintaining facility clearances in NISS, including annual self-inspections and DCSA security reviews.
• Experience processing SCI nominations and coordinating indoctrinations with Government special security offices, including SCINet or an equivalent SCI system.
• Organized, self-directed and reliable: clearance actions completed within one business day of request and a clean, current record of every action.
• U.S. citizenship and availability during core U.S. business hours for time-sensitive actions.
Desired
• Experience as an appointed Contractor Special Security Officer.
• Experience moving a cleared workforce between contractors during a contract transition, including DISS ownership changes and SCI in-billet transfers.
• Special Access Program experience, including program access requests and coordination with a Government program security officer.
• Space Force or Air Force program security experience.
• Completion of the DCSA CDSE FSO curriculum; Security Professional Education Development certifications (SFPC, ISOC or similar).
• Experience supporting a small business, a joint venture or more than one cleared entity.
• Familiarity with CMMC and the cybersecurity requirements that accompany DD 254s.
• Experience with Government CAC sponsorship and with SIPR and JWICS account processes.
Terms
• Part time, per diem W-2 employee position (not a 1099 contractor engagement), about 10 to 15 hours per week; hours vary with onboarding and inspection cycles.
• Hours may grow as MAINSAIL wins new work.
• Fully remote. Any U.S. location.
• Hourly pay: $60 to $85 per hour, based on experience and clearance.
• Employment is contingent on verification of your active clearance.
