    Position Description

    The Division Manager directs all operational activities for their assigned division(s). The position reports to a Department Director or Assistant Director and serves as a vital source of professional support for departmental leadership. With significant independent judgment, the manager is responsible for the comprehensive oversight of programs and staff. This includes planning the work of Program Managers, developing strategic goals, preparing budgets, and representing the department at key meetings.

    The current vacancy is in the Parks, After School, Recreation and Community Services (PARCS) Department; however, because the Division Manager position exists in several departments, the City of Fresno may choose to utilize the applications received through this recruitment for future vacancies.

    THE PARCS DEPARTMENT:
    The PARCS Department serves all ages through a variety of programs including Adaptive Recreation, After School, Aquatics, Bicycle and Pedestrian Safety, BMX, Camp Fresno, Sports, Senior Recreation, Youth Employment and more! The Division Manager will work closely with the Assistant Director to provide oversight to a team of Program Managers.

    The ideal candidate has experience with implementing grant-funded programing and is a responsive communicator that can navigate complexities while ensuring a excellent customer experience. The role requires a motivated leader who is skilled in critical thinking, creativity, attention to detail, and fostering collaboration to achieve program objectives in service to the community.

    This is an unclassified position in which the incumbent serves at the will of the Department Director.

    Pay,Benefits, & Work Schedule

    BENEFITS: UNIT 14 Classification City of Management Employee Association (CFMEA)

    HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
    FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
    DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings. City contributes $75 per month.
    SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
    MANAGEMENT LEAVE: 60 hours per fiscal year.
    BILINGUAL PREMIUM: PAY: $100 per month
    ANNUAL LEAVE: Accrue 15.55 hours per month with cash-out provisions.
    HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
    LIFE INSURANCE: Benefit equal to annual salary; premium paid by The City.
    LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by The City.
    HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free.
    RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
    DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

    The Requirements

    Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for further consideration:

    Bachelor's Degree in a field directly related to technical discipline and four years of directly related experience including two years of supervisory experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

    Possession of a valid California driver's license is required at the time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

    A copy of degree or college transcripts must be uploaded and included in your on-line application for verification of requirement. Applicants lacking the documentation may be rejected.

    The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.

The City Manager, who is appointed by the Mayor, is responsible for appointing all other department heads in the City
