Legal Counsel
DOLIR Office of General Counsel
Annual Salary Range: $70,000 - $80,000
Why you will love this position:
This position provides legal advice and work product in a variety of matters for the Department. An attorney in this position will exercise discretion and independent judgment under the direction of the Department's general counsel within the framework of statutes, regulations, and policies governing the Department and its operations.
What you will do:
• Research issues related to workers’ compensation, employment security, labor standards, prevailing wage, and the Missouri Human Rights Act
• Provide legal support to the Division of Workers’ Compensation (DWC), including but not limited to issues related to proof of coverage, medical fee disputes, Line of Duty Compensation Fund, Tort Victims Compensation Fund, submission of awards, and coordination with the Labor and Industrial Commission for awards on appeals
• Provide/coordinate responses to subpoenas, fiscal notes, legislative proposals, constituent requests, and requests pursuant to the Missouri Sunshine Law
• Prepare legal opinions and guidance requested by Department and Division leadership
• Prepare appellate briefs in cases involving unemployment benefits and argue those cases in Missouri appellate courts
• Represent the Department in hearings before administrative tribunals in prevailing wage, unemployment tax, and unemployment benefit matters
• Represent the Department in a variety of litigation in trial courts, which may include subpoena enforcement and defense, collection actions, bankruptcy claims, defense of liens on real property, and child labor claims
• Provide advice on internal administrative and personnel matters
• Prepare and review contracts, leases, and other legal documents
• Assist in responding to comments and inquiries from private citizens and public officials

Qualifications
• Applicants licensed to practice law in Missouri and in good standing with the Missouri Bar, as well as law school graduates who sat for the July 2025 Missouri Bar Exam, are encouraged to apply (note that for applicants who took the July 2025 Bar Exam, employment is contingent upon exam passage and admission to the Missouri Bar).
Desired Attributes
• Experience in employment law, personnel administration, collections/bankruptcy law, state administrative law, worker’s compensation, insurance law, regulatory compliance, or related fields are preferred
• Excellent legal research and writing skills
• Self-motivation, critical thinking, good judgment, the ability to work within a team, and trustworthiness with confidential information
• Technology proficiency including Microsoft Office Suite, Adobe, and electronic case management
