The San Francisco Bay Area Rapid Transit District (BART) is currently recruiting for a highly strategic and experienced leader to serve as the Senior Manager of the Maintenance and Engineering Command Center (MECC).
The Senior Manager, Maintenance Engineering Command Complex (MECC) will assume overall responsibility for the operations of the Maintenance and Engineering Command Center, setting strategic direction, developing policies and procedures, and ensuring high standards of service delivery. The incumbent will lead a team of managers and coordinators responsible for ensuring safe, efficient, and coordinated maintenance activities across the BART system. Key priorities include managing budgetary resources, overseeing training and compliance programs, representing the MECC in high-level internal and external meetings, and ensuring alignment with regulatory requirements, labor agreements, and industry best practices. This leadership role requires excellent management, communication, and problem-solving skills to support the District’s mission of safe, reliable, and effective transit operations.
The most qualified candidates for this position will have highly developed competencies in the following areas, which will be reinforced with related work experience and will be clearly articulated during the selection process:
- Management of new “start-up” departments; scratch building policies, procedures, training programs, and performance metrics; setting strategic goals and service standards
- Recruitment of a competent and qualified team to fill all positions in a new department transitioning from pilot program to permanency while maintaining operational continuity
- Champion a robust safety culture, overseeing investigations, incident tracking systems, and preventative safety programs.
- Labor relations and Union negotiation to establish work rules for new, represented job classifications
- Serve as a key liaison with internal departments and external partners, bringing innovation and collaboration to the forefront.
- Departmental budget administration using operating and capital funding for labor and non-labor; public agency procurement practices; labor forecasting; overtime management
- Preparation and delivery of presentations, reports, requests, and investigative findings to superiors, interdepartmental leaders, executive personnel, and board members
- Comprehensive knowledge of all BART maintenance disciplines, BART non-revenue (Blanket) maintenance operations, Roadway Worker Protection rules, and Emergency Operations Control practices
- Requires advanced proficiency in Microsoft Outlook and strong capability in using a variety of software platforms.

Examples of DutiesReviews and ensures the MECC complies with executive directives, policies, and regulatory standards.
Develops, implements, and monitors business metrics and key performance indicators; adjusts assignments, procedures, policies, and training as needed to meet goals.
Acts as the hiring manager for the MECC; serves as the primary contact for correspondence with all divisions within Human Resources, Labor Relations, and the Office of Civil Rights.

Assumes primary responsibility for developing and administering the MECC’s annual budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures.
Develops and administers a documentation control plan for the MECC; reviews, organizes, and archives all MECC logs, reports, procedures, and personnel files; maintains security of sensitive information.
Responds to difficult and sensitive inquiries and complaints; involves other departments throughout the District, as appropriate, when responding to sensitive matters.
Prepares written reports, correspondence, and presentations for senior/executive management, other departments throughout the District, and the Board of Directors.
Proposes, develops, reviews, and approves training curriculum; provides or coordinates staff training; monitors training compliance.
Works with employees to correct deficiencies; implements discipline and termination procedures.
Prepares for and participates in both internal and external oversight audits. Provides requested information, negotiates terms, and administers corrective action plans.
Minimum QualificationsEITHERExperience :
A minimum of two (2) years of full-time experience as a Manager of the Maintenance and Engineering Command Center (MECC) with the San Francisco Bay Area Rapid Transit District.
OREducation :
Bachelor's degree in business administration, public administration, transportation management, engineering or a closely related field from an accredited college or university.
Experience
:The equivalent of five (5) years of full-time verifiable experience in the maintenance and repair of wayside equipment and infrastructure, or related experience, which must have included responsibility for ensuring the safety of wayside construction and/or maintenance worksites and at least two (2) years of management experience.
Substitution
:Additional professional experience as outlined above may be substituted for the education on a year-for-year basis.
Other Requirements
:Must assume on-call responsibility for MECC activities and/or problems twenty-four (24) hours, seven (7) days per week.
Must obtain and maintain all required levels of District training certifications.
Must possess a valid California driver’s license and have a satisfactory driving record.
