    Position Description

    The City of Tacoma, Public Works Department, is seeking a self-motivated individual with strong interpersonal and managerial skills to join our team as Manager, Real Property. This is an Appointive position and is located at the City's Tacoma Public Utilities building. This position will manage two workgroups that provide services to the Utility Divisions of Power, Water and Rail. We are looking for a self-motivated and results-oriented leader who is interested in diverse and challenging utility real property and right of way projects to join our dynamic Real Property Services team.

    This is the second level supervisory authority in the real estate classification series. Positions in this classification supervise two work group s and serve as a manager and technical expert for their section. The responsibilities of this senior level classification include providing professional, high-level services in property management, acquisition, disposition, research, right-of-way, utility corridors and complex permit oversight for large capital projects, complex leasing and appraisal. Incumbents are responsible for the coordination, supervision and oversight of work teams, complex acquisition/development projects, developing strategies and budget preparation. You will be responsible for the 7 -member Real Property Services - Tacoma Public Utilities team, which is comprised of both represented and non-represented staff.

    Essential Duties:

    • Manage, oversee, and train the Tacoma Public Utilities, Real Property Services work unit, to include supervising, developing, and evaluating the performance of assigned staff; interview and select personnel; recommend discipline as appropriate ; oversight of administrative staff. Prepare and maintain various personnel and work-related records and reports


    • Act as advisor to Management on real property related matters; Share information and expertise; Prepare or participate in studies associated with City/TPU projects requiring real estate expertise; Provide real estate cost estimates to Engineers and Project Managers; and maintain effective, positive, and constructive, working relationships within the Department and other City/TPU Departments.


    • Manage project and staff performance related to real property acquisition, disposition, property management, document management, and research. Coordinate and oversee real property transactions, to include drafting various transaction documents: purchase & sale agreements, deeds, leases, easements, permits, and various use agreements. Order and review title reports, fee appraisals and environmental studies; and oversee in-house title work, research, and valuations. Represent the City/TPU in negotiations to buy, sell, lease, permit, and license real property.


    • Prepare requests for legislative action; make presentations at public hearings, to City Council, Public Utility Board, and various committees, study groups, neighborhood councils, and community forums.


    • Manage inventory and mapping of real properties and rights of way; Respond to questions about City/TPU-owned real property and street and utility rights of way; Manage property trespass and encroachments.


    • Oversee the maintenance of a variety of real property records including transaction documents, project files, maps, and both a physical and electronic database of real estate inventory.


    • Recommend and assist in the development, renewal, and improvement of real estate guidelines, policies and procedures to assure departmental efficiencies, as well as compliance with local, state and federal regulations.


    Qualifications

    Minimum Education*
    Bachelor's degree in business administration, real estate/real property, finance or directly related field.

    Minimum Experience*
    5 years of professional real estate/real property, appraisal or title work experience, and/or right-of-way acquisition experience, including 1 year prior at senior, lead and/or supervisory level

    Licensing, Certifications and Other Requirements
    Washington State Driver's License

    *Equivalency: 1 year of experience = 1 year of education

    Deferred Compensation: Income can be set aside on a pretax basis and invested for supplementation of normal retirement income.

    Retirement: All employees of the City, except members of the Police and Fire services, Tacoma Rail and certain project employees, are included in the Tacoma Employees' Retirement System.     Other Employment Information

    Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

    Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
