DescriptionWhat We OfferThe County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee with this position will also be eligible for the following:
- Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, OR 5.0% for completion of a graduate’s degree.
- Flexible Workweek - A compressed work schedule (e.g., 9/80 workweek/hybrid) may be available for some positions.
- Vacation Accrual: Initially 14 days per year; after approximately five (5) years of service increasing to 19 days a year; after approximately 11 years increasing to 20 days per year and then increasing 1 day a year, through 15 years of service; topping out at 26 days per year after approximately 20 years of service with a maximum accumulation of 400 hours.
- Annual Leave Redemption - Ability to “cash in” or redeem up to 100 of Annual Leave per year after using 80 hours in the preceding twelve months.

The DepartmentThe Information Technology Services Department (ITSD) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.
Payroll Title: Information Systems Programmer Analyst
The PositionUnder direct supervision, develops procedures, writes, tests, implements, and maintains application programs.
Distinguishing CharacteristicsThis classification differs from that of Information Systems Analyst in that the latter interacts heavily with the user-department in defining system and program specifications for programming use. It is distinguished from Programmer in that both programming and elementary system analysis functions are performed.
The Ideal CandidateThe ideal candidate will have four (4) or more years of recent experience using ESRI Geographic Information Systems (GIS) software; editing, managing, and analyzing GIS data in geodatabases ; experience with GIS application development and implementation of related technologies, and working collaboratively with external and internal customers.
The Information Systems Programmer Analyst position is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation.
The eligible list established from this recruitment may be used to fill current and future Regular (including temporary and Fixed Term), Intermittent, and Extra-Help vacancies within the Information Technology Services Department.

Examples Of DutiesDuties may include but are not limited to the following:
- Performs data editing and maintenance activities to support map services, feature services, and applications data requirements.
- Designs logic for individual programs or program systems, defines computer controls and input/output specifications.
- Codes, tests, and refines computer programs.
- Sets up operations procedures, documentation and production schedules.
- Constructs standard base maps and maps for annexation boundaries, rights-of-way, election precincts, and underground utility lines using a GIS system.
- Researches and compiles information from tract maps, records of survey, parcel maps, field notes, as-built drawings, and other legal descriptions to determine centerlines, rights-of-way, boundaries, and other informational databases.
- Assists in spatial analysis and coordinates project development and system maintenance requirements with users, and operations staff.
- Direct involvement in the ongoing maintenance of established computer programs and systems, including first level support of resolution of system problems.
- Maintains proper file systems to ensure integrity of the data.
- Performs other related duties as assigned.
Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING and EXPERIENCEConsiderable current GIS application experience and data management experience which has led to the acquisition of the required knowledge, skills and abilities.
NECESSARY SPECIAL REQUIREMENTS:- Four (4) years working experience with:
- ESRI ArcGIS system applications;
- Editing, managing and analyzing GIS data using ArcGIS Pro Software;
- Two (2) years creating and supporting content in:
- ArcGIS Online or ESRI Enterprise Portal
- Ability to travel to conduct studies or troubleshoot throughout Ventura County;
- Ability to work long hours to resolve technical problems or meet project deadlines;
- Ability to work nights, weekends, and, holidays on an on-call basis;
- Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
DESIRED- Developing web GIS applications using ESRI ArcGIS Experience Builder, or Software Developer Kit
- Creating solutions and administering users in GIS Enterprise Portal or ArcGIS Online.
- Experience with GIS programming and scripting languages Python, SQL, JSON, SDK for JavaScript;
- Experience interpreting land survey notes and other related records to construct reports and graphic displays;
- Cartographic design skills;
- Experience interpreting spatial data and performing spatial analysis,
- Bachelor's degree or higher in Geographic Information Systems, Geography, Information Systems, Computer Science or a related field.
KNOWLEDGE SKILLS AND ABILITIES:Working knowledge of:- Basic methods and techniques used in the analysis, development, and implementation of computer application programs.
- Understanding operational system of the user departments.
Thorough knowledge of:- GIS applications including but not limited to, ESRI ArcGIS Online, ArcGIS Enterprise Portal and Experience Builder.
- Principles and techniques of file management, data flow/structure, system flow/control, decision tables, data dependencies and application development.
Working abilities to:- Analyze complex procedures/data and develop logical conclusions.
- Develop plans and achieve objectives.
- Design and interpret diagrams representing computer processes.
- Code, test, and implement application programs.
- Prepare system and program documentation to department standard.
- Communicate effectively both orally and in writing;
- Maintain positive working relationships with customer departments and internal staff members.

TRAINING & EXPERIENCE EVALUATION:A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
