    Role

    Under general direction, maintains the County’s GIS data and provides expertise, support, and guidance to County staff and the public.

    Major Duties, Responsibilities

    • Designs and edits integrated GIS systems and performs complex editing tasks.
    • Generates hard copy specialty maps and GIS data requests as needed by the public, county GIS partners, or county employees.
    • Compiles, integrates, and analyzes spatial and non-spatial data from multiple sources.
    • Works closely with end users to identify GIS requirements, technical issues, and solutions using research and analytical skills.
    • Provides technical assistance to GIS users and assists in the maintenance of GIS data using standards as provided by the GIS Department.
    • Installs, tests, troubleshoots, and assists in evaluating GIS application software.
    • Performs other job-related duties as assigned.


    Minimum Qualifications

    Education:
    Bachelor’s Degree in Computer Science, Geographic Information Systems, Engineering, or related field.

    Experience:
    A minimum of one (1) year of relevant experience working with GIS technologies or related field. An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.

    Additional Requirements:
    Must possess a valid Arizona driver’s license. Must complete FEMA Emergency Operations Center courses: IS-100, IS-200, IS-700, IS-800, IS-60, IS-61, IS-62, IS-63, and IS-922.

    Other Skills

    Required Knowledge, Skills, and Abilities:

    Knowledge of:
    • Establishing quality control procedures and techniques to ensure the validity and accuracy of County GIS data layers, including the use of topology tools.
    • Industry standard GIS software and technology, web-based software, relational database technologies, and experience in cartographic principles.
    • Geography and various methods and references common to GIS applications, such as coordinate systems, coordinate geometry (COGO), and mapping standards.
    • Business English, spelling, grammar, punctuation, and composition.
    • Clerical office practices and procedures.
    • Research techniques and report writing.
    • Current Microsoft Office software.
    • Filing and recordkeeping.

    Skill in:
    • Providing accurate, prompt, knowledgeable and courteous support regarding GIS problems or information requests.
    • Demonstrating the ability to research and interpret conflicting and/or ambiguous documents, maps, and drawings.
    • ArcGIS Desktop 10.x; and supporting software such as ArcGIS Pro, ArcGIS Enterprise, ArcGIS online, AutoCAD, Adobe Photoshop, Illustrator, Excel, and Access.
    • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
    • Establishing and maintaining effective working relationships with employees, other agencies, and the public.
    • Organization and adherence to detail.

    Ability to:
    • Successfully manage projects from inception through implementation and evaluation.
    • Advise immediate supervisor or Director of GIS of issues affecting the department.
    • Maintain knowledge in areas of application design to ensure the county does not encounter technical inefficiencies.
    • Clearly convey GIS/spatial information and IT technology to non-technical individuals.
    • Operate a motor vehicle.
    • Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
    • Keep management informed of key operating issues affecting the department.
    • Acclimate to changing GIS and IT technologies and become versed in functionality of new systems.
    • Handle confidential matters and maintain discretion always.
    • Act with courtesy, tact, and diplomacy.

    Work Environment:
    The work environment is associated with an office. The work area is adequately lighted, heated or cooled and ventilated.

    Physical Requirements:
    Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 20 pounds.
