The City of National City is a full service, general law city serving a vibrant, socioeconomically diverse community, and is home to over 3,000 businesses – a remarkable number for a city with a population of approximately 61,000. The City takes great pride in its rich history and traditions, diverse cultures, dynamic and progressive atmosphere, strong community spirit, schools, neighborhoods and vibrant business districts. City services are delivered with the assistance of over 333 full-time and 105 part-time employees, and a 2025/2026 General Fund budget of $54.7 million. The largest source of revenue in the general fund is sales tax, which makes up 40% of the total general fund revenues.
The City of National City is seeking a strong leader and experienced manager to provide effective leadership while coordinating the activities of a municipal organization. The ideal candidate will have a strategic focus and can take a creative approach to solving problems and managing the long-term goals of the City. The City is looking for a positive change agent adept at motivating, developing, and evaluating across the organization and committed to enhancing a city-wide culture of teamwork, trust, and cooperation. The incoming City Manager will be someone willing to make a professional and personal commitment to the community.
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Graduation from a four-year college or university with major coursework in public or business administration, public policy, finance, or a related field. A Master’s degree in Public or Business Administration is highly desired.
Experience: Five years of management or administrative experience in a public agency setting as a City Manager, Assistant City Manager, or in a related managerial capacity involving responsibility for planning, organization, and implementation of City Council goals. The City Council will consider a broad spectrum of talented individuals with a preference for municipal service in a city in California.

The City Council is prepared to offer a competitive salary for the next City Manager plus executive level benefits including CalPERS retirement – classic members 3% @ 60 formula. New members participate in a 2% @ 62 formula. A mutually agreeable employment agreement will be negotiated.
