GENERAL DESCRIPTION: Under the direction of the Legal Division Director , this position performs highly complex (senior-level) staff services work
. Plans, directs, coordinates and performs duties involving several staff services functions such as human resources, accounting, budgeting, purchasing, training, payroll, records management, and/or property management. Plans and coordinates special and administrative assignments and/or programs. Plans, develops and coordinates policies for activities and assists with inquiries requiring the interpretation of regulations, regulations, policies and procedures. Provides assistance to and coordinates activities among several staff services functions and roles such as directors, supervisors/managers, and/or staff. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Human Resource, Training and/or Payroll Duties:
In consultation with the Human Resources Division, prepares, edits, and distributes correspondence, reports, forms, and documents. Plans and coordinates special and administrative assignments or programs. Coordinates varied records processing activities requiring the application of policies and procedures. Assists in interpreting and ensuring compliance with applicable federal, state and local laws, rules, and regulations. Provides training for staff in several staff services areas. Coordinate and assist with developing job postings and screening applicants, and guide staff regarding policy and procedure questions on promotions, demotions, merit increases, transfers, and separation of employees. May process employee payroll changes, handle employee leave requests, assist with position control and serve as leave coordinator.

Purchasing, Accounting and/or Budgeting Duties:
Develops, prepares and monitors large budgets and assists in development, preparation, monitoring, analyzing, forecasting and other budget related actions. Prepares budget/expense reports. Purchasing level access may be granted up to 25K approval authority to monitor, track and approve purchase orders. O rder and track merchandise, supplies, and equipment in accordance with state and agency requirements. May prepare and track all procurement requests in accordance with all state and agency requirements. May process purchase orders, coordinate and monitor expenditures, and maintain inventory.

Travel, Records and/or Property Management Duties:
May coordinate and schedule travel for agency employees and serve as travel coordinator. Develops, coordinate, and maintains records, filing systems and perform record retention work including coordinating with staff on disposal of records according to the agency retention schedule. Analyze internal processes to recommend and implement procedural or policy changes to improve operations. May perform facilities management functions such as submitting work order requests and completing reports. May maintain equipment, materials, and supplies.

May supervise the work of others to include onboarding, performance evaluations, personnel actions, time approvals, travel voucher approvals and offboarding tasks. Required to participate in supervisory training as designated by HR or divisional leadership.

Work involves planning, directing, and coordinating the department's management of responses to open records requests. Makes initial determinations on confidentiality of open records requests and applies legal requirements in alignment with the Texas Public Information Act. Provides training, insight, input, and direction regarding the open records portal.

Qualifications: GENERAL MINIMUM QUALIFICATIONS Education: Graduation from High School or GED.
Experience: Experience in planning, directing, coordinating or performing staff services functions such as administrative support, business administration, human resource administration, purchasing or budget preparation work.
Experience providing assistance to several positions such as directors, supervisors/managers, and/or staff related to various staff services functions.
Experience preparing, editing, or distributing correspondence, reports, forms or documents.
Experience supervising the work of others.
Licensure: Must successfully complete the Texas Comptroller of Public Accounts Basic Texas Purchaser Course within six months of employment hire date if required by agency or divisional leadership.
Must successfully complete the Certified Texas Contract Developer certification training if required by agency or divisional leadership.
NOTE : Retention of position contingent upon obtaining and maintaining required license and completion of required training.
ACCEPTABLE SUBSTITUTIONS Experience: Thirty semester hours from an accredited college or university with coursework in management, business administration, human resource administration, accounting or related field may substitute for the required experience located under the minimum qualifications. This substitution does not apply to the supervisory experience requirement.
PREFERRED QUALIFICATIONS Education: Graduation from an accredited college or university with a Bachelor's degree and coursework in law, human resources, public or business administration, or closely related field.
Experience: Five years experience in office management, records management, state purchasing, or open records.
Experience working with attorneys.
GENERAL KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of fiscal control or budgeting techniques or practices.
