EXAMPLES OF DUTIESUnder direction, performs the highest level of complex professional accounting work in the preparation and maintenance of financial records and reports, including the City's Annual Comprehensive Financial Report (ACFR), City's budget, and other mandated financial reports in accordance with Generally Accepted Accounting Principles (GAAP), federal and state requirements, regulation, and laws as well as City policies and procedures; responsible for planning, assigning, supervising and reviewing the work of a group of professional and support subordinate personnel; provides direction, training, and technical guidance to staff and City departments on financial accounting systems, procedures and processes, and internal controls; accumulates data, conducts research and performs financial accounting analyses; Develops and implements new and revised accounting classifications, chart of accounts, and operating procedures; assists in the maintenance, testing, and modification of the City's financial systems, and provides technical support to end users including troubleshooting and resolving end user problems; participates in the research, interpretation and implementation of Governmental Accounting Standards Board (GASB) pronouncements; coordinates audits conducted by internal and external auditors and other government audit agencies, and assists in preparing responses to audit findings; performs general administrative functions, including providing requested financial information and responding to inquiries regarding various fiscal and financial matters; may direct, review, and participate in accounting and reporting for grants, compliance with grant requirements, and draw down of grant funds; prepares and maintains financial records such as trial balances and journal entries; performs various reconciliations; Prepares and reviews complex fund and account reports to ensure strict compliance with City, State and Federal regulations; May develop, implement and maintain inventory systems; performs other duties as assigned.
REQUIREMENTS TO FILECandidates must meet one of the following:
- Bachelor's Degree from an accredited college or university in Accounting (proof required)*.
OR
- Bachelor's Degree from an accredited college or university in Business Administration, Finance or a closely related field AND the completion of a minimum of 21 units in Accounting (proof required--college transcript)*.
OR
- A current Board of Accountancy Certified Public Accountant (CPA) certificate (proof required)*.
AND
- Four years or more of paid full-time equivalent professional level accounting experience.
*Proof of required documents, such as degree or transcripts, must be uploaded to the online application at the time of filing. Any proofs submitted must contain either the applicant's name or other identifying characteristic on the form. Degrees must indicate the field of study and transcripts must indicate field of study and degree conferred date. Candidates who possess degrees from colleges or universities from outside the United States must attach proof of educational equivalence at the time of filing. Knowledge, Skills, and Abilities: Candidates must possess all of the following:
- Knowledge of Generally Accepted Accounting Principles (GAAP) and practices.
- Knowledge of current accounting practices and procedures, established by some or all of the following: the Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), American Institute of Certified Public Accountants (AICPA), and Government Finance Officers Association (GFOA).
- Ability to supervise.
- Ability to review the work of professional and support personnel.
- Ability to operate a computer including the use of software applications related to the work, including spreadsheet, database, and word processing.
Willingness to work overtime, weekend and/or holiday hours.
A valid driver's license, or the ability to arrange necessary and timely transportation for field travel, may be required for some assignments.

*The occupational written test will be waived for candidates demonstrating proof of a current Board of Accountancy Certified Public Accountant certificate (CPA). Proof of CPA certificate must be uploaded to the application at the time of filing.
A minimum rating of 70 must be attained in order to pass the examination. Certification by score bands will be considered based on analysis of test scores. The resulting eligible list will remain in effect for at least one year. Screening of applicants will be conducted on the basis of application and required supplemental application submitted. Based on the number of applications accepted, the selection procedure may be changed. In the event a revision is necessary, the affected persons will be notified.
In accordance with Civil Service Procedure 3.38, all eligible veterans that successfully qualify on any or all open-competitive examinations shall receive an additional credit of ten (10) points that will be added to their original passing score. Disabled veterans passing the examination shall receive a credit of fifteen (15) points that will be added to their original passing score. (A copy of the veterans DD-214, Member 4 form indicating honorable discharge must be attached to the application at the time of filing.)
