BASIC FUNCTION:Under the direction of the assigned administrator, the Personnel Analyst performs a variety of complex, confidential, and professional-level functions related to the recruitment, examination, selection, classification, and compensation of classified employees. The role involves ensuring compliance with Merit System rules and regulations, collective bargaining agreements, and district policies. This position may also support the implementation of department-wide operational systems, prepare Personnel Commission documents, assist with compliance tracking, and contribute to budget development, tracking, and reporting for Personnel Commission-related functions and recruitment activities
REPRESENTATIVE DUTIES - Distinguishing Characteristics:This classification performs advanced, analytical tasks related to classified personnel operations, requiring specialized knowledge of human resources procedures and the Merit System. While the role does not directly supervise other staff, it may serve as a technical lead on recruitment, testing, and compliance projects.
ESSENTIAL DUTIES:- Plan, coordinate, and execute full-cycle recruitment for classified positions, including preparing job announcements, placing advertisements, screening applications, scheduling and coordinating examinations, and facilitating interviews.
- Develop and implement examination and selection procedures in accordance with Merit System standards. Prepare examination materials such as written tests, structured interviews, and performance assessments at school sites, district facilities, or other off-site locations
- Utilize the computer and web-based substitute system when necessary; assist with locating and arranging for Limited Term substitutes or provisional classified employees to cover absences or short-term needs; assist District staff with securing substitute, limited-term, or provisional employees.
- Develop and maintain strategic recruitment partnerships with local colleges, job training programs, and community organizations; represent the district at recruitment fairs and events; collaborate and network with other school districts and agencies to support classified candidate pipelines.
- Conduct job analyses for new and existing positions; prepare and revise job descriptions to reflect organizational needs.
- Compile and analyze data for personnel commission functions such as classification and compensation studies; layoffs, seniority lists and reemployment lists.
- Interpret and apply Human Resources policies, Merit System rules, and collective bargaining unit provisions.
- Prepare documents and reports for the Personnel Commission, including agenda items and statistical summaries.
- Attend Personnel Commission meetings and support meeting facilitation by preparing agendas and taking official meeting minutes. Occasionally attend District meetings and prepare presentations.
- Monitor and support Personnel Commission and recruitment-related budgets; generate expenditure reports, process purchase orders, and prepare budget transfer requests as needed.
- Participate in the implementation of technical systems and process improvements, such as paperless onboarding, remote testing, and data reporting tools.
- Coordinate communication with site administrators and departments to support effective recruitment and selection processes.
- Perform other related duties as assigned.

MINIMUM QUALIFICATIONSThe requirements listed below are representative of knowledge, skills, and abilities required to satisfactorily perform the essential duties and responsibilities.
EDUCATION AND EXPERIENCE:
Any combination equivalent to:
Bachelor's degree in human resources, public administration, business administration, or related field. Five (5) years of professional-level human resources experience, preferably in a public agency or school district environment. Experience supporting classified personnel processes under a Merit System is highly desirable.
LICENSES AND OTHER REQUIREMENTS:
Ability to commute by any reliable means to multiple work locations as required by the position
Employment eligibility that includes fingerprint, tuberculosis and/or other employment clearance.
ENVIRONMENT:
Office environment subject to frequent interruptions.
Interactions with dissatisfied, hostile and irate individuals
Subject to demanding timelines
May require travel between district sites and attendance at evening meetings or testing events.
Duties may be performed in non-office environments when administering or proctoring examinations at school sites, district facilities, or other off-site locations

Hearing and speaking to exchange information in person and on the telephone
Sitting for extended periods of time

EXAMINATION INFORMATION:The first step in the examination process is the application screening, and whether or not the candidate meets the minimum qualifications listed.
The testing process may consist of a written exam, an oral exam, a performance exam, a structured interview (SI), a qualification appraisal interview (QAI), an evaluation of training & experience/education (T&E),
and/or any combination thereof.
All tests will have a passing score set between 50 and 99, depending on a variety of factors affecting that specific recruitment.
The testing process consists of a minimum of two examination processes,

OTHER:
Proof of identification for completion of Form I-9, Employment Eligibility Verification, must be submitted at the time of processing for employment.
SALARIES:
All salaries, as stated, are based on present information and are subject to change.
The hiring rate shall be the first step of the schedule, except for classes where recruitment efforts have indicated difficulty in recruiting at that step. Appointments are made at the minimum salary shown in the posting, and increases are granted at intervals based on anniversary date.
