Under the supervision of the General Registrar, the Elections Manager performs difficult professional and administrative work to coordinating all election activities in accordance with specific federal, state, and local voter registration and election laws and regulations.
This is an FLSA exempt position . The Elections manager is appointed by the Director of Elections/ General Registrar for the duration of the General Registrar’s term. The position is open until a top candidate is identified by the General Registrar. Applicants must submit a current resume and cover letter for consideration.
Supervisory Responsibilities:- Supervises the Assistant Elections Manager and the performance of 400+ appointed Election Officials and volunteers
Essential Functions:- Manages complex and extensive physical and computerized Electoral Board, Election Official, election, and candidate records;
- Responsible for auditing and accountability for candidate Campaign Finance reporting documents;
- Oversees onboarding, training, assignment, and evaluation of Election Officials;
- Maintains Voter Registration Office website;
- Oversees inventory management of election day and early voting supplies;
- Responsible for voting machine management and maintenance and assists in the review and recommendation of purchase of voting systems;
- Identifies, evaluates, and recommends sites for voting locations for early voting and election day voting;
- Develops and facilitates training for election officials;
- Designs and develops procedures and training aids to ensure efficient early voting and election day operations;
- Assists in the redistricting process and in other precinct change activities;
- Provides other project support to Electoral Board, as needed;
- Coordinates and executes special projects for department, as assigned.
Competency: Knowledge/ Skills/Abilities: - Ability to work with minimal supervision;
- Thorough knowledge of Federal and State law regarding voter registration and election administration, as well as State Board of Elections' and local policies and procedures;
- Thorough knowledge of voting procedures and equipment operation;
- Strong skills in supervising and training personnel;
- Ability to manage complex projects and meet strict deadlines;
- Ability to communicate complex ideas effectively;

- Ability to establish and maintain working relationships with co-workers, elected officials, candidates for office, state and local agencies, political party representatives, media representatives and the general public; Demonstrated ability to utilize automated information systems (personal computer, state voter registration system);
- Ability to work make impartial diplomatic decisions.
Required Education and Experience:- Any combination of education and experience equivalent to graduation from an accredited four-year college or university, and at least three years extensive, increasingly responsible experience in project management, public relations, and administrative support work.
- Must hold a valid driver's license. This position is required to drive and must meet eligibility requirements of the County’s safe driver policy.
Preferred Qualifications/Certifications:- Experience as an Assistant Elections Manager, Electoral Board Assistant, or Assistant Registrar is strongly preferred.
- Experience as a voting precinct election officer is highly desirable.
Physical and Mental Requirements:- Must be a qualified voter in the Commonwealth of Virginia (24.2-112, Code of Virginia).
- The Elections Manager is appointed for a term not to exceed that of the appointing registrar, and serves at the discretion of the registrar.
- May not be a paid or volunteer worker in the campaign of a candidate for nomination or election to an office filled by election in whole or in part by the qualified voters of their jurisdiction.
- May not hold elective office and may not be the employee or deputy of an elected official.
- Frequent interaction with County staff, general public, candidates for office and elected officials.
- All work must be completed in a non-partisan fashion, and incumbent must be able to tactfully handle partisan political statements made by officials, candidates or the general public.
- Work is generally performed in an office setting, with occasional travel to other sites (primarily within Albemarle County). Site visits may include educational and religious institutions used, or proposed to be used, as voting locations.
- Requires frequent sitting or standing for extended periods with occasional moderate lifting.
- Requires operation of a variety of standard office machines.
- Periodic evening, weekend work and overtime is required as workload dictates.
Remote Work: This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.
