ABOUT THE DEPARTMENTThe County Executive is the chief officer of Marin County government—appointed by the Board of Supervisors to lead a 3,000-employee organization, oversee 22 County departments and implement the Board’s strategic direction. This includes driving cross-departmental coordination and public services that improve the lives of over 250,000 Marin County residents. The County Executive reports to all five County Supervisors and serves as the public face of County operations and initiatives - meeting regularly with local, regional, and state leaders.
The Office of the County Executive (OCE) is the strategic center of the organization. In addition to overseeing Countywide operations and managing the County’s $840 million budget, the office ensures the Board’s initiatives focused on affordable housing, climate, racial equity, emergency response, economic vitality, and long-term planning are implemented timely and effectively. We coordinate major policy efforts, prepare Board agendas, manage intergovernmental affairs, and ensure County departments are aligned in serving the community.
The OCE
C ommunications Division is a small, dynamic team that consists of a Communications Director, a Media Manager, and three Media Specialists. As a central hub for public information and outreach, our team supports 22 departments by planning and delivering clear, consistent, and accessible communications. We handle media relations, graphic design, social media, strategic campaigns, and community engagement. Our focus is on being responsive, clear, and steady so residents receive information they can rely on and act on, while strengthening connections between County government and the community. This is a fast-moving, dynamic environment, where timing, judgment, and execution matter. We are a small, high-functioning team that plays a pivotal role in ensuring local government delivers for its residents.
ABOUT THE POSITIONThe Digital Specialist (Media Specialist) leads the County of Marin’s digital communications, ensuring the County’s online presence is clear, accessible, and aligned with County priorities. This position manages social media, web content, visuals, and video, balancing fast-moving content needs with broader digital strategy.
The Digital Specialist works closely with Digital Services staff to align Countywide digital efforts, while collaborating day-to-day with the core communications team: the Director of Countywide Communications, a Media Manager, Branding Specialist, two Public Information Officers, and a Media Relations Specialist. Together, this group delivers integrated campaigns, consistent messaging, and coordinated responses.
Supporting 22 departments with their own digital platforms, the Digital Specialist plays a central role in creating greater cohesion and quality across the County’s digital voice while respecting each department’s unique context. The role requires agility and creativity, with responsibilities ranging from developing quick-turn content (social posts, graphics, website updates) to advising on larger campaigns, accessibility, analytics, and audience engagement.
This is not just a posting-and-updating role. The Digital Specialist helps shape narratives, set standards, and raise the quality and impact of how the County communicates online.
Remote work (up to two days per week) may be available after six months of employment. Evening and weekend work may occasionally be required for community meetings, emergency communications, or time-sensitive campaigns.
ABOUT YOUTHE HIGHLY QUALIFIED CANDIDATEThe ideal candidate is both creative and analytical; someone who can design fresh, engaging digital campaigns while grounding every decision in data and audience insight. Digital work in this role is not just about producing content, but about helping residents access, understand, and use County services and information.
The candidate brings experience managing campaigns across web, social media, and email platforms, and knows how to evaluate performance using analytics dashboards, A/B testing, and user feedback. They regularly adjust strategies based on what the data shows and can explain results clearly to colleagues and leadership.
The position requires comfort in fast-moving environments, where agility and creative problem-solving are critical. The candidate has demonstrated skill in simplifying complex information, adapting messaging for diverse audiences, and applying accessibility and inclusive design practices so County communications reach everyone.
Given the County’s goal to expand engagement with Spanish-speaking residents, English/Spanish bilingual candidates are strongly encouraged to apply. If bilingual, the selected candidate will need to demonstrate proficiency in both Spanish and English through a County-administered exam prior to appointment.
QUALIFICATIONS Knowledge of: - Digital marketing, communications, and public information (experience in a government setting is highly desirable)

- Associated Press style and industry standards for public-facing content
- Emergency communication protocols and rapid-response best practices

MINIMUM QUALIFICATIONS Any combination of education and experience that would provide the knowledge and abilities listed in the class specification . Typically, this would be the equivalent to a Bachelor's degree in communications, marketing, public relations or a closely related field and two years of progressively responsible experience in media-related activities. Additional professional experience in media activities may substitute for the required education on a year-for-year basis.
Bilingual Testing/Certification: To be eligible for the bilingual differential, the successful candidate must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements.
