*Subject to change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Houston Health Department is seeking a pharmacist who will operate as a backup alternate designated Pharmacist-in Charge (PIC) to oversee the daily operations of the pharmacy, ensuring safe, efficient medication dispensing and patient care. This includes managing medication therapy, patient education, inventory, compliance, and budget, while driving quality, safety, and revenue growth. The duties and responsibilities are as follows:
• Dispense medications to clinics and outpatients, ensuring proper labeling with dosage, quantity, and usage instructions.
• Dispense medications under 340B ensure proper documentation and provide patient counseling.
• Record patient drug histories, check for contraindications and maintain accurate patient profiles.
• Order and manage drug inventory, chemicals, and pharmaceutical supplies.
• Counsel patients on medication usage, dosage, and purpose.
• Negotiate cost-effective contracts for pharmaceutical supply purchasing in collaboration with Procurement offices and policies.
• Work with staff to ensure smooth 340B operations and promote compliance.
• Supervise, train, and counsel Pharmacy Technicians and designate staff.
• Provide drug usage information and guidance to nursing and clinical personnel.
• Oversee Medication Therapy Management (MTM), immunizations, and patient assessments to optimize therapeutic outcomes.
• Manage daily pharmacy operations, ensuring compliance with regulations and accurate medication dispensing.
• Ensure compliance with 340B regulations, conduct audits, and maintain accurate records.
• Monitor inventory levels, control costs, and manage the pharmacy budget.
• Maintain records, assist with audits, and prepare reports on 340B drug usage and financial.
• Conducting quarterly 340B audits by reviewing random patient record reviews and providing quality improvement recommendations to Director and HHD health center and program staff.
• Providing pharmacy leadership and guidance to all HHD health centers and HHD department-wide initiatives impacted by pharmacy related affairs, inclusive of field services and contract pharmacy.
• Consulting and participating as needed for the purposes of emergency public health responses that may involve pharmacy operations and medication management. This may come in various forms (email, phone call, etc.) and is on demand as needed. These can occur at least once a week and sometimes daily.
• Ensuring required annual Pharmacy and Therapeutics meetings are conducted per Texas State Board of Pharmacy regulations
• Serves as the departmental 340B coordinator and SME ensuring the ability to track and account for all 340B drugs to ensure the prevention of diversion
• Generate reports on pharmacy discrepancies, antibiotic reviews, near-misses, and overrides.
• Oversee medical billing, record-keeping, and electronic filing to ensure accuracy.
• Ensure high-quality pharmacy services and contribute to continuous improvement initiatives.
• Manage pharmacy formulary, drug pricing, and compliance with state and federal regulations.
• Lead training and development programs to enhance staff knowledge and performance.
• Develop, update and facilitate the implementation and training of pharmacy related policies, and procedures.
• Availability and flexibility to perform pharmacy-related duties, oversight, and provide technical assistance on weekends and after hours, particularly in support of emergency response efforts.
• The candidate must be available for temperature excursion troubleshooting after hours as well as after hours emergency response. This may include weekends and holidays.
WORKING CONDITIONS The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.
MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS:
Requires a Bachelor's degree in Pharmacy from an accredited college or university.
EXPERIENCE REQUIREMENTS: Four (4) years of experience as a pharmacist are required.
LICENSE REQUIREMENTS:
Requires a license to practice pharmacy in the state of Texas.
PREFERENCESPreference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Grants & Special fund positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
