This is a Non-Permanent, Part-Time Position
The City Attorney's Office is looking for a part-time Department Services Specialist to assist with a wide range of professional legal duties, ranging in difficulty from routine to intermediate complexity depending on the level of assignment. The Ideal Candidate for this role is expected to be highly competent and professional, take a high level of ownership of their work, and consistently deliver high-quality work products and results in a professional and efficient manner.
Temporary/part-time employment is restricted to 1,000 hours within a 12-month period (July 1 - June 30) and does not qualify to receive City benefits, except those required by law. The City does not belong to the Social Security system. However, enrollment in an alternative retirement program is mandatory which requires an employee contribution of 7½% of base earnings to the Public Agency Retirement System (PARS). There are no rights to employment and employment may end with or without cause or advance notice. Further restrictions apply to CalPERS Retired Annuitants.
Examples of Essential Duties- Timely responds to the needs presented while working in the City Attorney's Office in a professional, responsible, efficient manner in accordance with office policy as set by the City Attorney
- Performs a full range of legal research, writing, and other legal-related transactional duties
- Performs legal research, analysis, interprets laws, rulings and regulations, and prepares legal opinions to departments, boards, commissions, agencies and established committees as directed by the City Attorney or the Chief Assistant City Attorneys
- Attends professional training to stay abreast of industry best practices
- Performs other related duties as assigned

Minimum Qualifications
Knowledge of:- Laws, legal principles, practices, and procedures of civil, criminal, constitutional, and administrative law
- Judicial procedures and rules of evidence
- Duties, powers, and limitations of a city government
- Methods and techniques of legal research, competent legal analysis, writing and grammar
- Pertinent Federal, State, and local laws, codes, and regulations
Ability to:- Maintain and demonstrate in all conduct and work a high level of professionalism, responsibility, and efficiency
- Be a skilled communicator who can translate complex or technical information into understandable terms and communicate concisely and clearly both orally and in writing
- Conduct high-level legal research, analysis, and writing
- Prepare clear and concise legal documents and briefs
- Establish and maintain positive and effective working relationships in the course of work and across departments
Education & Experience: Graduation from a law school accredited by the American Bar Association with a Juris Doctor degree, and directly related professional experience.
SPECIAL CONDITIONS
Public Employee Disaster Service Worker: In accordance with Government Code Section 3100, all Huntington Beach City employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.

The SALARY RANGE is composed of seven steps. Merit step increases are based on satisfactory performance.

The City of Huntington Beach is located on the shore of the Pacific Ocean in northwestern Orange County, 40 miles south of Los Angeles and 90 miles north of San Diego. THE CITY GOVERNMENT
Founded in the late 1880s, Huntington Beach was incorporated as a Charter City in 1909. Huntington Beach has a City Council/ City Manager form of government. The City Council has seven members who are elected at large, on a non-partisan basis, to four-year overlapping terms. City Council members are limited to two consecutive 4-year terms. There are three elected department heads - the City Attorney, City Clerk and City Treasurer. The position of Mayor is filled on a rotating basis.
The City of Huntington Beach is organized into 13 major departments including City Treasurer, City Clerk, City Attorney, City Manager, Community Development, Community Services, Finance, Fire, Human Resources, Information Services, Library Services, Police, and Public Works.
