CalSAWS invites you to apply today to join our team as Security Operations Manager!Position InformationThe Security Operations Manager will provide senior-level leadership and oversight for CalSAWS information security operations, ensuring system security, compliance, and audit readiness across the statewide platform. This role is responsible for directing the development, execution, or approval of key security processes, including:
- Incident Response & Threat Vulnerability Management
- Security Architecture
- Governance, Risk, and Compliance (GRC)
- System Security Plans (SSPs)
- Access Control
The Ideal Candidate Will:- Demonstrate proven leadership experience managing or directing complex security initiatives.
- Possess the ability to independently analyze issues and identify solutions.
- Foster collaboration across stakeholders.
- Possess effective communicator with strong active listening abilities, who displays tact and professionalism, presenting information clearly and concisely across a wide range of audiences.
- Bring strong organizational and management skills, with the ability to guide diverse technical teams.
- Possess experience preparing and overseeing security compliance documentation, system operations reports, and audit readiness.
- Bring proven experience in security incident response and threat vulnerability management.
- Support the CalSAWS’ mission to maintain and evolve a unified statewide system.
- Preferably bring prior state and/or local government experience.
Hybrid and Travel ExpectationsCalSAWS supports a hybrid/remote work model, with expectations of onsite work on a regular basis.
All positions may be subject to some short-term travel in order to conduct project business with the State and counties. The CalSAWS project office is currently located in Gold River, CA and is expected to open an office in Norwalk, CA in the near future.
Who is CalSAWS?The
California Statewide Automated Welfare System (CalSAWS) is the largest county-based human services system in the nation. In June 2019, all 58 California counties formed the CalSAWS Consortium as a
Joint Powers Authority (JPA) to govern system operations and represent the collective interests of every county.
As of October 2023, CalSAWS successfully unified all counties into a single statewide system. CalSAWS is now in its
Maintenance and Operations (M&O) phase, ensuring reliable, secure, and efficient system functionality for millions of Californians. The organization is currently transitioning vendor contracts in phases, with infrastructure services completed in July 2025 and Maintenance and Enhancements (M&E) services scheduled to conclude by January 2026.
CalSAWS plays a vital role in enabling counties to deliver essential services effectively and securely, making this position a critical opportunity to contribute to California’s statewide public service mission.

-OR Four (4) years of experience as an Information Technology Manager I or equivalent in public agency operations overseeing security protocols and enterprise systems.
-OR Four (4) years of experience in managing the security design, implementation, and maintenance of large-scale enterprise systems with at least two (2) years of supervision of technical staff in a multi-agency environment.
PREFERRED CERTIFICATIONS:
- CISSP - Certified Information Systems Security Professional
- CISM - Certified Information Security Manager
- ITIL Foundation (v3 or v4)- Information Technology Infrastructure Library
- PMP - Project Management Professional
- GIAC Security Essentials (GSEC) or similar cloud/DevSecOps-related certifications (optional)
