A New Opportunity and what you’ll do...The City of Ventura is now accepting applications for the position of
Instrumentation Supervisor (Promotional Only).The Instrumentation Supervisor will play a key role in providing technical expertise and leadership in the design, maintenance, and optimization of programmable logic controllers (PLCs), communication networks, and related software systems. This position is responsible for ensuring the reliability, efficiency, and compliance of instrumentation and control systems essential to Ventura Water’s operations.
In addition to managing day-to-day operations, this position will provide guidance and direction to staff, coordinate field engineering and testing activities, and implement best practices to support continuous improvement. The successful candidate will demonstrate strong leadership skills, technical proficiency, and a commitment to maintaining high standards of operational performance and safety.
Incumbent may be required to work irregular work hours, including evenings and weekends.
What You'll DoYou will take the lead on a range of responsibilities supporting the automation, control, or performance of Ventura Water systems, and be responsible for:
- Participating in the design, planning, operation, integration, maintenance, repair, installation, and modification of all Ventura Water PLC, HMI, telemetry, and communication hardware and software.
- Supporting the development and implementation of functional requirements, technical specifications, procurement, and commissioning of complex systems for monitoring and controlling water and wastewater facilities.
- Supervising and evaluating staff performance; recommending merit increases, disciplinary actions, and assisting in resolving grievances; overseeing clerical operations and system data within the computerized maintenance management system (CMMS).
- Directing and overseeing employees and contractors involved in the construction, installation, maintenance, testing, and repair of Ventura Water instrumentation and control systems.
- Collaborating with engineering, IT, and operations divisions to help shape and implement goals, policies, objectives, and priorities.
- Providing day-to-day leadership to ensure a high-performance, customer-focused work environment aligned with Ventura Water’s quality standards, strategic goals, and values
- Coordinating and delivering training to ensure staff remain current with technology trends and compliant with safety regulations.
- Planning, directing, inspecting, scheduling, and coordinating with other departments to develop and install equipment for automation and upgrades to water and wastewater treatment facilities, distribution systems, and lift stations.
- Preparing written and verbal reports, memos, and other correspondence as needed.
- Recommending annual budget needs for unit operations and resource planning.
Who We're Looking ForThe ideal candidate will have extensive knowledge of:
- Industrial, electronic, and computer control systems, as well as applicable electrical codes
- PLC and SCADA systems, including advanced software applications, HMI replacement management, and cyber protection
- Wired and wireless networks, including redundant backhaul communication systems
- Diagnostic tools, such as meters, analyzers, and handheld programmers
- Reading and interpreting P&ID drawings and electrical schematics

Experience and Qualifications for Success!A combination of education, training, and experience equivalent to completion of a
two‐year college program in computer/electronic and industrial process control systems technology or a related field, and
four years of experience in the programming, installation, operation, maintenance and repair of SCADA Systems, PLC s, and HMI s and software management are required .
Lead worker or supervisory experience is desirable .
License: A valid California Class C driver's license is required.
Certificate: Any applicable certification mandated by the California Department of Water Resources.
