GENERAL PURPOSE
Under administrative direction, plans, manages, and supervises the activities and staff of the Building and Safety Division, including plan check, building inspection, permit processing, public information services, and related programs; acts on behalf of the Director of Community Development during absences; and does related work as required.
DISTINGUISHING CHARACTERISTICS
The Building and Safety Manager is distinguished from the Senior Building Inspector/Plan Checker by its breadth of responsibility for the division-wide operations, policy making authority, supervision exercised, and budget accountability. The Building and Safety Manager is differentiated from the Director of Community Development which has broader accountability for the Building and Safety, Code Enforcement, and Planning Divisions, and has greater policy-making and budgetary authority and external interfaces.
ESSENTIAL FUNCTIONS

Plans, organizes, assigns, trains, coordinates, supervises and evaluates the work of Building and Safety Division staff.Manages divisional work activities including plan check, building inspection, enforcement of uniform construction codes, and permit applications. Establishes and evaluates the attainment of Building and Safety Division goals.Administers projects and studies and directs answers to technical issues by working with staff.Confers with architects, engineers, builders, developers and property owners in interpreting code requirements and policy guidelines. Reviews plans and specifications for proposed development and identifies technical issues and compliance concerns.Prepares and enforces Code Adoption Ordinances for management, staff, and City Council review and educates affected parties concerning requirements. Establishes and evaluates division practices and policies and recommends changes to improve operational efficiency and effectiveness. Attends professional meetings and conferences to advise the City as to building trends, developments, and emerging needs and requirements. May represent the Division at staff and City Council meetings. May act on behalf of the Director of Community Development during absences.
QUALIFICATIONS GUIDELINES
Knowledge of:
International Building Code, Plumbing Code, Mechanical Code, Electrical Code and California Administrative Code governing standard construction practices and techniques; plan check practices, methods and techniques; architectural and engineering principles and practices; construction methods and techniques; supervisory and management principles; code enforcement principles and practices; budgetary practices; contracts administration practices; effective customer relations techniques.
Ability to:
Plan, organize, schedule, assign, supervise, review and evaluate the work of assigned employees; establish division goals; develop, evaluate and interpret construction standards, model code provisions, and City guidelines in determining the acceptability of plans and specification while meeting service expectations; communicate effectively, both orally and in writing; establish and maintain effective working relationships with staff, architects, engineers, contractors, builders, property owners and public and private representatives and resolve conflicts involving code interpretation; prepare and make persuasive presentations to the City Council and community groups; operate computer equipment and use word processing, spreadsheet, and database software programs.

Physical Demands
While performing the duties of this class, the employee is regularly required to use hands to finger and feel inspection surface areas and use inspection tools and operate computer hardware. The employee is required to reach with hands and arms above and below shoulder level. The employee is required to talk, hear, and frequently required to stand, walk, and sit. Inspection activities require frequent stooping, bending, kneeling, crouching, and occasionally crawling. The employee climbs stairs and ladders to access rooftops and elevated inspection areas. The employee lifts and carries inspection tools, records, or electronic devices that typically weigh less than 20 pounds.
Specific vision abilities required by this class include close vision and the ability to adjust focus.
Mental Demands
While performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret data; thoroughly analyze and solve problems; exercise sound judgment in the absence of specific guidelines; use math and mathematical reasoning; establish priorities and work on multiple assignments and projects concurrently; meet intense and changing deadlines given interruptions; interact appropriately with staff, management, officials, contractors, developers, architects, engineers, property owners, the general public, and others in the course of work; and effectively resolve conflicts involving code interpretations.
WORK ENVIRONMENT
The employee frequently works in office conditions where the noise level is usually moderate, at or below 85 decibels. The employee occasionally attends meetings, conventions, City events, and other functions on behalf of the City, including evening and weekend hours. Driving to various City sites is required to complete work projects where the incumbent would encounter outside noise, dust, and debris.
EDUCATION/TRAINING/EXPERIENCE
Bachelor’s degree from an accredited four-year college or university in Civil Engineering, Architecture or a related field is required, supplemented by course work or training in model code interpretation, construction methods, plan check practices and personnel supervision. Five years of building construction, building inspection, and plan checking experience is required, including at least two years of experience in supervision and model code development and enforcement. Additional relevant work experience may substitute for the educational requirement.
LICENSES/CERTIFICATES/SPECIAL REQUIREMENTS
Valid Class C California driver license, acceptable driving record, and evidence of insurance are required.
International Code Council (ICC) or equivalent certification as a Plans Examiner upon appointment and Certified Building Official (CBO) within one year of assignment to this position.
Possession of registration as a professional civil or structural engineer or architect license in the State of California is desirable.
May be required to be certified in disaster recovery operations as part of this position assignment.

Fingerprinting:

Physical Examination:
Employment offers are conditional based, upon the successful completion of a medical examination which may include drug and alcohol screening. Physicals are performed by the City's designated physician at the City's expense.
Below is a list of key benefits offered to employees of the City of Buena Park and is only a summary of benefits. They are not intended to replace or modify the legal plan documents on file in the Human Resources Department.
SALARY RANGE: Composed of six (6) steps - Entry step through E step (Except management positions). Each step represents an increase of approximately five (5) percent.
RETIREMENT: Provided through California Public Employees' Retirement System (CalPERS). Employee pays member contribution.
VACATION: Earned at the rate of ten (10) working days per year for the first five (5) years of service. Public safety employees receive a different but equivalent benefit. Additional vacation may be earned by employees after five (5) years of service.
SICK LEAVE: Accumulated on the basis of eight (8) hours per month with no maximum accumulation.
HOLIDAYS:An average of eleven (11) holidays per year.
MEDICAL INSURANCE: Several plans (indemnity and HMO's) are available. The City pays a flat rate portion of the premium according to the bargaining unit agreement.
DENTAL INSURANCE: Three (3) plans are available. The City pays a flat rate portion of the premium. The Employee may pay a portion of the insurance premium according at bargaining unit agreement and this benefit is voluntary.
VISION INSURANCE: One plan is available. The Employee pays the insurance premium and this benefit is voluntary.
LIFE INSURANCE: Amount of coverage is based on the employee bargaining unit. Premiums are fully paid by the City.
LONG TERM DISABILITY: Fully paid by the City. Police sworn personnel are not eligible.
EMPLOYEE ASSISTANCE PROGRAM: Available to all City employees and their immediate families.
DEFERRED COMPENSATION PLAN: The City offersone (1) plan administered by Nationwide Retirement Solutions. This is a voluntary benefit with no City contribution.
WORK SCHEDULE:4/10 or 3/12 alternative work schedule depending upon the work location.
OC CREDIT UNION: Available to all City employees and their families.
CHILDCARE ASSISTANCE: $100 per month, per child, is available to all Full-Time City employees with eligible dependents 0 - 5 years of age.
