ABOUT THE POSITIONThe Clark County Department of Aviation is seeking accomplished and highly motivated candidates to apply for the Airport Senior Program Administrator - Senior Construction Project Manager position in our Construction and Design division. This role serves as the lead for assigned projects during the construction phase and is ultimately responsible for the performance of the entire project team and the overall success or shortcomings of the projects. This position provides project oversight, technical assistance, review, and evaluation of construction schedules and cost estimates, administers agreements for construction and professional services in support of assigned projects, and directs the work of relevant vendors. The successful candidate will administer all aspects of assigned construction projects, ensuring compliance with contract documents, applicable federal, state, and local requirements, departmental objectives and mission, funding source regulations, and other relevant requirements and guidelines. This position is responsible for ensuring projects are delivered on time, within budget, and within the approved scope of work. Additionally, this role plans, directs, supervises, reviews, and evaluates the work of staff providing support to airport programs and projects, as well as provides program planning, oversight, technical assistance, review, and evaluation, while serving as the departmental representative and liaison with other Department of Aviation divisions, County departments, service providers, and funding sources for assigned programs or projects. During the design phase of projects, this position will assist in constructability review, phasing, and work sequencing. This position will also be instrumental in assisting the Airport Senior Manager - Construction Design with process improvement and standardization methods within the Construction and Design division.

MINIMUM REQUIREMENTSEducation and Experience:Bachelor's Degree in Business, Public Administration, Finance or a field related to the programmatic area to which assigned and four (4) years of full-time related professional level experience, two (2) years of which were in a lead or supervisory capacity, preferably in a public office setting. An advanced degree in appropriate field preferred. Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis.Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application. License and Certifications: Specified positions may require possession of a valid Nevada Class C driver's license at time of hire.

Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.

- Develops and implements goals, objectives, policies, procedures and work standards for the assigned program(s); preparation and administration of the program's budget.
- Directs the development and modification of techniques and formats to evaluate pilot or current program effectiveness and to determine the need for program modification and/or new program development.
- Leads research and development of program alternatives; ensures that the programs are meeting the departmental mission; locates funding sources, service deliverers and other resources; designs and implements program procedures and manuals.
- Contributes to the overall quality of the program's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- Monitors assigned program(s); ensures compliance with departmental mission, funding sources regulations and other guidelines.
- Acts as the program, Department of Aviation, and County representative with other departments, community organizations and public and private service providers, general public, funding sources, community and business organizations; answers questions, resolves problems and provides information and technical assistance as required.
- Provides assistance to the Managing Director or Manager by handling special projects and/or administrative assignments; assist in the development of the departmental strategic plan, annual report and/or other department related data.
- Makes presentations to a variety of community groups; promotes the programs through developing contacts with various organizations and through media announcements.
- Monitors changes in legislation and FAA regulations that may affect program operations or service delivery; evaluates their effect upon program activities and recommends appropriate policy and procedure modifications.
- Uses judgment and accurately interprets policies, rules and procedures, including finding appropriate solutions to challenges.
- Maintains or directs the maintenance of accurate records and files.
- Prepares a variety of correspondence, reports, policies, procedures, program documentation and other written materials.
- May provide staff support and guidance to a policy board or committee.
- Uses standard office equipment, including a computer, in the course of the work; may drive a motor vehicle to attend meetings and visit various work sites.
