Job DetailsThe Emergency Preparedness Staff Services Analyst is a detail-oriented and proactive part of the public health team. The ideal candidate will have a background in emergency medical services, law enforcement, military, public health, or environmental health. Strong coordination skills, communication skills (oral and written), and report writing skills are desired.
The position is responsible for supporting the Emergency Preparedness Program by coordinating disaster preparedness trainings with Public Health staff and healthcare facilities, responding to resource requests from healthcare partners and coordinating distribution of supplies, maintaining emergency preparedness inventory, coordinating with local healthcare partners and assessing preparedness needs, drafting public health emergency response plans and MOUs, coordinating emergency preparedness grants, updating the Healthcare Coalition contact list, providing logistics support to the Medical Health Operational Area Coordinator (MHOAC) during disaster response operations, researching resources and guidelines for dissemination to the Healthcare Coalition, and providing minutes for meetings.
The Emergency Preparedness Staff Services Analyst will be familiar with inventory tracking systems and possess strong Microsoft Office skills. Completion of Incident Command System (ICS) 100, 200, 300, 400, 700 and 800 training is ideal but not required.
Under general supervision, offers fundamental departmental support through the collection of program and statistical data. Provides program analysis and technical assistance regarding eligibility, employment, and staff matters. Analyzes legislation, laws, and regulations to assess their implications on departmental services and operations. Additionally, coordinates staff training development or contracting as necessary, and performs any related duties as needed.
Minimum QualificationsSTAFF SERVICES ANALYST I Licensing and Certifications: - Possession of, or ability to obtain, an appropriate valid California Driver’s License.
Education and Experience: Pattern 1: Equivalent to a Bachelor's degree from an accredited four-year college or university. (Supervisor experience or experience providing program management recommendations may be substituted for the required education on a year-for-year basis).
OR
Pattern 2: One (1) year of experience in a position requiring analysis, interpretation and/or implementation of complex rules and regulations.
STAFF SERVICES ANALYST II Licensing and Certifications: - Possession of, or ability to obtain, an appropriate valid California Driver’s License.
Education and Experience: Pattern 1: Equivalent to a Bachelor's degree from an accredited four-year college or university. (Supervisor experience or experience providing program management recommendations may be substituted for the required education on a year-for-year basis).

Disaster Service Workers: As members of the County of Lake Emergency Services Organization, all Lake County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and / or County.

HEALTH AND INSURANCE BENEFITS - Medical, dental, hospital, vision, life and disability coverage is available to employees and their dependents. The County contributes $1,500 of the monthly premiums for the insurance plan options.
VACATION ACCRUAL may be adjusted for current city or county government employees.
VACATION - 80 hours per year during the first five years of service, 120 hours per year after five years, and additional accruals based on years of service beyond fifteen years. Pro-rated for part-time employees.
SICK LEAVE - Accrues at a rate of 96 hours per year. Pro-rated for part-time employees.
HOLIDAYS- An average of twelve paid 8-hour holidays per year. Pro-rated for part-time employees.
SALARY - Lake County has an adopted salary schedule. The salary range for most classifications is in five increments with a provision for longevity increases. Appointments are normally made at the first step of the salary range.
SOCIAL SECURITY - County employees participate in Social Security.
