The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
- Responsible for issuance of statewide financial reports, for example Appropriation Activity, Annual Comprehensive Financial Report (ACFR), Statewide Cost Allocation Plan (SWCAP), General Revenue Cash Flow, Census Bureau reports, etc. Review reports for accuracy, monitor procedures for efficiencies and ensure timely preparation.
- Be a mentor for staff to expand their knowledge of general accepted accounting principles, SAM II policies and procedures, data warehouse, and functionality of Access and Excel.
- Communicate effectively with staff, agency personnel and management; negotiate the annual SWCAP with federal auditors and work with State auditors on ACFR audit.
- Research and interpret Governmental Accounting Standards Board (GASB) financial reporting requirements, prepare responses to GASB exposure drafts, and implementation of new accounting requirements.
- Test and recommend any changes to the state financial system (SAM II).
- Draft correspondence to state agencies and update internal and statewide policies and procedures.
Minimum Qualifications: - A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Finance, Economics, Public or Business Administration, or a closely related field; and,
- Four or more years of professional experience in accounting, auditing, purchasing, budgeting, fiscal management, or in general management with some fiscal responsibility.
Preferred Knowledge, Skills, and Abilities: - Excellent interpersonal, supervisory and communication skills.
- Demonstrate ability to maintain effective working relationships with staff and agency personnel, remain flexible, self-motivated, assume considerable initiative, work independently with little supervision, and exercise sound independent judgment.
- Ability to lead, educate and motivate staff.
- Considerable knowledge of, and experience with, SAM II Financial System, data warehouse and MOBIUS reports.
- Knowledge of Microsoft Access and Excel.
- Knowledge of Governmental Accounting and Generally Accepted Accounting Principals.
- Ability to develop new methods and procedures to meet changing needs.
- Knowledge of the state’s organizational structure and how business is required to be conducted.
- Ability to analyze and evaluate policies and operations and formulate recommendations.
The ideal candidate will have experience with preparation of the annual ACFR and a CPA license or a CGFM certification.
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
(Experience in the referenced areas at the level of Administrative Office Support Assistant (AOSA) may substitute on a year-for-year basis for deficiencies in the required education.)
(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned graduate credit hours for one year of experience.)
