    POSITION OVERVIEW

    ABOUT
    In 1999, the General Services Department (GSD) was established to construct and maintain the City’s building portfolio. Since that time, GSD has evolved into a full service, client-centered department that provides a comprehensive suite of services to over 300 facilities, representing 7.7 million square feet of occupied space. As a full-service department, GSD assists its clients in identifying the appropriate real estate solution and then provides design and construction services for the development of the facility. Once the facility is ready for occupation, GSD provides energy, property and security management services to ensure the lights come on and the facility is clean, well-maintained and secure. To further enhance the operation of its facilities, GSD established the Sustainable Growth division. This division is responsible for implementing green and sustainable property and energy management solutions with the intent of reducing operating costs and improving client satisfaction.     DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS
    • Under the direction of the Assistant Director, manages and directs PMD supervisors and managers, reviews overall PMD operations, and may establish objectives within the division.
    • Directs and manages daily department operations.
    • Utilize assimilated deferred maintenance information from the Facility Condition Assessment, FAMIS work order system and client department information to prioritize and recommend priorities to the Director for consideration and acceptance.
    • Review construction project designs related to deferred maintenance items and update the condition assessment records.
    • Manages and budgets service contracts for janitorial services, electrical, HVAC, plumbing, elevator maintenance, lawn services, ground maintenance and alarm services.
    • Establishes policies, procedures, guidelines, building maintenance schedules and project schedules.
    • Establish metrics that measure the progress made in improving facilities. Maintain the record of improvements to be made. Track completed deficiencies. Prepare reports summarizing results. Oversees management and tracking of Citywide contracts and vendor performance.
    • Manage requests from client departments through a work order system. Prioritize the most critical repairs to address.
    • Coordinates with other GSD divisions and departments to facilitate the implementation of facility maintenance projects.
    • Coordinates with GSD Training and Development Division to develop training programs for technical personnel.
    • Assumes the duties of the Assistant Director of PMD during periods of his or her absence.
    • Oversees staff, activities, and projects related to the review of plans for new buildings, renovations, or other facility improvements in coordination with the Design and Construction Division.
    • Ensure that all emergency and life safety equipment and systems are inspected, tested, and certified to standards.
    • Manages, trains, develops, counsels, and evaluates staff performance.
    • Coordinates the preparation, implementation and monitoring of the budget and expenditures. Acts as liaison to other departments, government agencies and the private sector. Review, recommend and implement process improvements.
    • Assist in the preparation and administration of the PMD annual operating budget. Oversees allocation of funds dedicated to Deferred Maintenance projects.
    WORKING CONDITIONS
    The position works in a variety of environments indoors and outdoors.

    This is a General Services Department Emergency Management position at the Tier I Level.

    MINIMUM REQUIREMENTS

    EDUCATION REQUIREMENTS
    Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.

    EXPERIENCE REQUIREMENTS
    Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.

    A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.

    LICENSE REQUIREMENTS
    Valid driver's license and compliance with the City of Houston driving policy (A.P. 2-2).

    PREFERENCES

    Preference will be given to candidates who have 10 or more years of experience in facility maintenance and operations, including at least five years of supervisory experience. Additionally, candidates with a minimum of five years working with integrated work order management systems or facilities management software are highly preferred.

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
