This position will be located at the
Lewis and Clark State Office Building, 1101 Riverside Dr., Jefferson City, MO 65102. Standard hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.
This position is responsible for analyzing and reporting on clean water data that is input into the Missouri Clean Water Information System (MoCWIS) as well as a numerous electronic applications used by the regulated community.
- Provide technical advice, assistance, and customer service for the Clean Water Program, Water Pollution Control Branch’s electronic services applications. These applications include the web-based electronic Discharge Monitoring Reporting (eDMR) system and the electronic Permitting (ePermitting) system. Also, provide technical assistance and customer service with the department’s Missouri Gateway for Environmental Management (MoGEM), which is the web-based portal that provides access to the eDMR and ePermitting eServices.
- Ensure clean water data is captured (i.e., entered correctly) and is accurate and reliable. This is accomplished through training of department team members via classroom settings or other media (phone calls, emails, etc.). This is also conducted via policy, manual, and/or procedure guidance drafting and implementation. Periodically conduct data audits of team members to ensure data is being entered correctly into Missouri Clean Water Information System (MoCWIS).
- Perform queries to analyze, organize, and present business data from MoCWIS for in-house team members, state and federal agencies, stakeholders, and the public, including ad hoc open records/sunshine law requests. Create and maintain frequently used reports (e.g., annual reports for Performance Partnership Grants, monthly metric reports) using Business Objects to efficiently produce these reports in a timely manner.
- Participate in development and testing of enhancement projects with Information Technology Services Division (ITSD). Participate in development and testing of new projects with ITSD. Ensure data systems are compliant with applicable regulations and statutes.
- Help ensure Missouri clean water data is successfully batched and passes the U.S. Environmental Protection Agency’s (EPA’s) Centralized Data Exchange format check; Help ensure MoCWIS data is successfully received by EPA’s Integrated Compliance Information System (ICIS). Conduct data quality assurance/quality control (QA/QC), work with EPA on solutions to ensure data is not rejected, conduct data clean-up activities in ICIS as needed, and help remove erroneous violations for Missouri permitted facilities listed as having calendar quarters with violations.
To be successful in this position, a candidate will need the following skills: - Data Management : Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.
- Database Management Systems : Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
- Writing : Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct, brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
- Teaching Others : Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor.
- Customer Service : Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Equivalent to those typically gained by: - Bachelor’s degree and 0-2 years of relevant experience and/or appropriate certification. (Substitutions may be allowed.)
- Experience with data management systems/relational databases.
- Advanced research, analysis, and reporting skills.
- Knowledge of the MoCWIS
- Excellent time management and communication skills
