DISTINGUISHING CHARACTERISTICS This is a specialized, single-position classification that oversees the customer service and administrative services of Special Districts. Incumbents have responsibility for customer service, computer systems management, payroll, personnel, and a variety of administrative and support services in the department. Responsibilities also include overseeing, supervising, and performing a variety of administrative, and staff management functions. This is a discrete classification.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Special Districts Administrator or management staff. Supervises the work of professional and administrative support staff.

- Provides supervision, training, coordination, scheduling, and work evaluations for assigned staff.
- Oversees, coordinates, and performs a wide variety of administrative and staff support functions.
- Assists with long term planning and establishing of Special Districts goals and performance objectives.
- Updates and maintains customer data and billing records in a variety of databases.
- Implements purchasing procedures related to Special Districts administrative services.
- Reviews, maintains, and/or approves forms, permits, lot line adjustments, property mergers/segregations, hydrant meter rentals.
- Provides a variety of information regarding water/sewer availability and services for potential developers.
- Responsible for the system management of Special Districts computer systems, including reporting, upgrades, implementation of new modules, and development of the County’s standards for using the data system;
- Gathers, organizes, analyzes, and presents data and statistical information for review and action by Special Districts management.
- Coordinates mandatory state testing for lead and copper with customers; tracks and inputs the results of the testing. .
- Updates “as-built” drawings; prepares agreements, resolutions, and ordinances for mainline extensions; submits appropriate documents to the Board of Supervisors for review and approval.
- Monitors the status of new building permits, replacements, and finals, ensuring that billing staff has requisite current information.
- Updates and maintains administrative records and summaries, such as personnel, payroll, and workflow records;
- Represents Special Districts with other County departments, government organizations, advisory task forces, and the public, as assigned.
- Performs a variety of special projects and tasks, as assigned.
- Performs related duties as assigned.
MINIMUM QUALIFICATIONS Knowledge of: - Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.
- Laws, rules, ordinances, and regulations impacting water conservation and the installation of new water and sewer services.
- Purchasing methods and procedures.
- Engineering mathematics, including geometry and trigonometry.
- Data collection and analysis.
- Customer service principles and techniques.
- Filing and recordkeeping principles and methods.
- Applicable business equipment, databases, and software applications, as assigned.
- Proper English spelling, grammar, and punctuation.
Ability to: - Plan, organize, develop and coordinate Special Districts administrative functions.
- Provide supervision, work coordination, timely performance evaluation and training of staff.
- Perform a variety of complex administrative work, specialized statistical, document processing and recording work related to Special Districts.
- Perform a variety of technical customer assistance work.
- Read, understand, and interpret laws, rules, and regulations impacting water conservation and the extension of Special Districts water and sewer services.
- Analyze and ensure the accuracy of property descriptions.
- Read and interpret maps, drawing, and property documents.
- Gather, organize, maintain, and update data, information, records, and reports.
- Communicate effectively, orally and in writing.
- Regularly work well under pressure, meeting critical deadlines.
- Effectively represent Special Districts in contacts with the public, contractors, developers, and other governmental agencies.

HEALTH AND INSURANCE BENEFITS - Medical, dental, hospital, vision, life and disability coverage is available to employees and their dependents. The County contributes $1,500 of the monthly premiums for the insurance plan options.
VACATION ACCRUAL may be adjusted for current city or county government employees.
VACATION - 80 hours per year during the first five years of service, 120 hours per year after five years, and additional accruals based on years of service beyond fifteen years. Pro-rated for part-time employees.
SICK LEAVE - Accrues at a rate of 96 hours per year. Pro-rated for part-time employees.
HOLIDAYS- An average of twelve paid 8-hour holidays per year. Pro-rated for part-time employees.
SALARY - Lake County has an adopted salary schedule. The salary range for most classifications is in five increments with a provision for longevity increases. Appointments are normally made at the first step of the salary range.
SOCIAL SECURITY - County employees participate in Social Security.
CALIFORNIA STATE DISABILITY INSURANCE - SDI is available to some County employees.
DEFERRED COMPENSATION PLANS and CREDIT UNION MEMBERSHIPS are available to County employees.
