    Position Description

    The City of Tacoma has an opportunity for a proven professional with great communication and leadership skills to manage the Facilities Management Division of the Public Works Department as Facilities Management Division Manager (Division Manager, Fleet & Facilities).

    The Public Works Department provides critical services for our city, our community, our residents, and visitors. The Department’s employees allow our city to function by tending to our infrastructure needs and improving our surroundings. Safety, cleanliness, and efficient operations of our streets, buildings, and facilities are our primary objectives.

    As a key member of the Public Works Department Management Team, the successful candidate will support the mission of the Department to provide essential services by designing, building, maintaining, and preserving public infrastructure that enhances the quality of life for the people of Tacoma in a fair, responsive, sustainable, and equitable manner. Public Works does this through an open and engaged partnership with customers, cost-effective services, and a consistent approach to satisfying the needs of the community.

    Under the direction of the Public Works Director and Assistant Public Works Director, the Facilities Management D ivision Manager is responsible for managing the daily activities of a 90-person, multi-disciplined, public works operating division with a biennial budget between $70M - $80M. This position directly supervises the Fleet Manager, Facilities Manager, R eal Property Services Assistant Division Manager , Capital Projects Assistant Division Manager, and an Office Administrator. The Facilities Management Division Manager is directly responsible for the operations, maintenance, and capital repair of 50 buildings and 1 , 400 fleet vehicles and the management of the City’s real property assets for both General Government and Tacoma Public Utilities including all property sales, purchases, and street vacation actions. This position provides leadership, vision, and focus for each functional area and ensures the intent of the Public Works Director, City Manager, and City Council is achieved in accordance with the relevant strategic plans and approved budgets.

    • Extensive knowledge and experience in the following areas: Facilities Maintenance, Real Property Services, Facilities Capital Projects, and Fleet Services.


    • Proven experience managing the development and implementation of a budget, with excellent financial acumen.


    • Previous experience at the Division Manager or Assistant Division Manager level, or equivalent experience managing a diverse, complex, public works-related team and associated projects in the management and administration of municipal government operations.


    • Ability to interpret and negotiate collective bargaining agreements. Skill in personnel management and ability to manage/develop team members.


    • A demonstrated commitment to anti-racist transformation in the workplace and delivery of services.
    • Ability to prepare and mana ge the Division’s Continuity of Operations Plan for emergency response.


    Qualifications

    Minimum Education*
    Bachelor's degree in engineering, business or public administration, or directly related field

    Minimum Experience*
    7 years of progressively responsible fleet, facilities maintenance, and/or real property management experience for a large organization with multiple facilities and a diverse fleet, including 1 year prior at senior, lead and/or supervisory level

    Licensing, Certifications and Other Requirements
    As assigned: Washington State Driver's License

    *Equivalency: 1 year of experience = 1 year of education
    Desirable Qualifications:
    • An accredited four-year college or university with Bachelor of Science degree in mechanical/electrical engineering, construction/project management, public administration, or a related field and five to eight years’ experience managing of a major section within the field of public works or similar industry.
    • 5 - 8 years’ experience in creating and managing operations and capital budgets.
    • 5 - 8 years’ experience supervising/managing staff and labor management.
    • Demonstrated ability to provide effective leadership to a diverse workforce with a wide range of technical and managerial challenges.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
