They will have deep expertise in workforce development, with a track record of connecting local residents with employers and opportunities. They will be adept at designing and evaluating programs for effectiveness, recommending updates to legacy policies, and introducing creative approaches to community engagement. The next Director will have a strong grasp of compliance requirements, including federally mandated programs, Title VI coordination, and disadvantaged/local business utilization opportunities. They must understand compliance frameworks well enough to oversee processes, guide staff, and ensure adherence to policies. This role requires a relationship-builder who can earn trust quickly in Oakland’s diverse communities, navigate sensitive cultural and political contexts, and enhance collaborative partnerships.
