The City of Santa of Santa Fe Springs is seeking a highly-motivated individual for the position of Civil Engineering Assistant. This is a full-time position in the Public Works Department, Engineering Services Division.
POSITION PURPOSE: Under general supervision, a Civil Engineering Assistant performs civil engineering work to include reviewing plans related to public works construction projects; performs a variety of engineering tasks in the design, construction, estimates, specifications, plans, contract administration, inspection and maintenance of street, storm drain, sanitary sewers, water mains, traffic signals, street lights, issuance of public right of way permits, and other public works related work as required.
SUPERVISION RECEIVED: Receives supervision from Assistant Director of Public Works.
SUPERVISION EXERCISED: Provides functional direction to engineering technicians.
EXAMPLES OF DUTIES AND RESPONSIBILITIES: A. Held in Common: Supports the Mission of the City and its Elected and Appointed Officials. B. Essential Job Specific Duties: Prepares/reviews technical engineering plans, specifications, and cost estimates for public works projects such as the construction of streets, storm drains, sewers, traffic signals, street lighting, and water systems.Performs design calculations involving distances, ties, angles, areas, traverses and closures, and hydraulics; performs electrical calculations for signals and street lighting.Prepares detailed quantity and cost estimates for various public works projects.Assists in the processing contract submittals and coordinates the preparation, review, and approval of project proposals for consultant and contractor selection.Prepares conditions for approval for proposed developments; checks parcel maps, tracts maps and subdivision agreements for compliance with codes and regulations.Performs construction inspection for engineering and capital improvement projects.Coordinates assigned activities with consultants, other engineers, developers, contractors and other City departments and outside agencies as needed.Manages projects as assigned and recommends approval of progress payments and change orders; prepares project weekly statement of workdays.Prepares/reviews request for proposals for professional services.Review and issue Public Right of Way permits.
C. Other Job Specific Duties Participates in meetings involving public works construction contracts; assists in administration of construction contracts.Coordinates traffic planning and design work with other federal, state, county, and local agencies, including roadway lighting, traffic signals, signing, and striping plans.Reviews and processes engineering plans, grading improvement plans, deeds, plot plans, tract maps, parcel maps, lot line adjustments, grants of easement and dedications of street right-of-way and legal description submittals for adherence to engineering standards and specifications.Checks private development subdivision maps, public improvement plans, grading and drainage plans for compliance with City requirements.Researches and provides information related to tract maps, plans, specifications and engineering requirements in response to public and private inquiries.Performs field surveys, transcribes field notes, and maps the data collected.Prepares and maintains pertinent engineering records and reports.Prepares exhibits for City Council meetings or presentations.Provides information and technical expertise to city personnel and the public; provides public assistance at the counter and over the telephone.Prepares reports, correspondence, and documentation; ensures completeness and accuracy of information.Provides information and technical support regarding water quality, cross-connection, and water production issues.Performs related duties as required.

Knowledge of: - Civil engineering theories, principles, and practices as applied to the design, construction and inspection of streets, storm drains, sewers, water lines, traffic signals, street lights and related public works projects.

EDUCATION AND EXPERIENCE: The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position. A typical way to obtain these would be:
- Bachelor's degree in civil engineering or a related field from an accredited college/university.
- Two (2) years experience performing professional engineering duties.
- A valid Class C State of California driver's license and an acceptable driving record.
- A valid Engineer-in-Training certificate issued by the State of California is preferred.
NEPOTISM POLICY: Relatives may be appointed regardless of the designation of full or part-time classification.
