    CASUAL STAFF - REGULATORY PROGRAMS DIVISION

    Job Title: ELECTRIFICATION LIAISON

    (Temporary Environmental Programs Specialist 1)

    Note Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1 - June 30).

    THE POSITION

    The City of Sunnyvale is seeking an individual for the position of Electrification Liaison. An energetic and highly motivated individual who possesses excellent communication, organizational and technical skills is needed. The ideal candidate will have experience and knowledge with climate action, building and vehicle electrification, and/or electric vehicle infrastructure.

    Key responsibilities include collaborating with the City’s Sustainability and Climate Action team, identifying and executing tactics and strategies to connect the community and businesses to electrification resources and processes, and reporting findings to the City. Ideally, this position will work with a minimum of 5 properties to electrify their buildings or add charging infrastructure with the end goal of creating a report on challenges, barriers, and best practices for commercial property electrification. The work schedule for this position is flexible. The work schedule can range from 16 hours to a maximum of 25 hours per week. Position will work up to 900 hours per fiscal year (between July - June). Some weekend and evening work is anticipated.

    Essential Job Functions

    (May include, but are not limited to, the following):
    • Serve as the liaison between property managers and the City’s sustainability programs.
    • Research, develop, and implement engagement strategies to build trusted relationships with property owners eligible for electrification.
    • Support the design and implementation of electrification strategies for property managers, working closely with community organizations such as Silicon Valley Clean Energy.
    • Design and utilize data collection tools and methods for assessing the effectiveness of engagement methods, property manager’s readiness and needs for electrification, experience completing electrification projects, and other relevant data.
    • Document and present key findings and recommendations to management at the end of the term.
    • Maintain a high level of professionalism while interacting with the public, staff and partners.
    • Plan and participate in meetings with the Environmental Services Department or City staff to share information.
    • Collaborate with the City’s Sustainability and Climate Action team and other Sunnyvale Departments as needed.
    • Respond to phone and written requests for information.


    WORKING CONDITIONS
    Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work-related documents, and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books and documents weighing up to 25 pounds is also required. Some duties require incumbents to climb rungs attached to debris boxes, open and sort bags of garbage and recycled materials during waste audits, and work outdoors in various weather conditions. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

    Minimum Qualifications

    Education & Experience
    The minimum qualifications for education and experience can be met in the following way:

    A Bachelor's degree from an accredited college or university in environmental studies environmental science, sustainability, or a related field;
    AND
    One year of experience in environmental program development, coordination and/or implementation or related field.

    Knowledge of:
    • Principles and practices of environmental sciences.
    • Principles and practices of program and policy development and implementation.
    • Principles and practices of outreach and education methodologies including Community Based Social Marketing.
    • Federal, State, County and City regulations and programs concerning environmental issues.
    • Basic research, data collection, and data analysis techniques.
    • Office methods, procedures, software, and equipment.
    • Techniques for providing a high level of customer service to public and City staff, in person, via email, and over the phone.
    The above, plus:
    • Positive work attitude, reliable and responsible.
    • Ability to write and communicate concisely and effectively.
    • Proficient computer skills with basic knowledge of MS Word, Excel, and OneDrive.
    • Advanced computer skills will include Microsoft SharePoint, Microsoft Teams, and other data management systems.
    • Knowledge of needs assessment and program evaluation practices and techniques when working with outside agencies, private businesses, property owners, and the public.
    • Good organizational skills, detail-oriented and data tracking and reporting.


    Ability To:
    • Learn policies and regulations related to the assigned program.
    • Prepare documents and reports, and other written materials.
    • Speak effectively in front of groups.
    • Understand, follow and communicate clearly, concisely and tactfully both written and oral instructions.
    • Establish, maintain and promote positive and effective working relationships with employees, other agencies and the public.
    • Work independently as a team member; recognize and set priorities and meet deadlines.


    Willingness To:

    • Work weekends and attend night meetings when needed.


    Licenses/Certificates:
    Possession and continued maintenance of a valid California class C driver's license or the ability to provide alternative transportation as approved by the appointing authority and a safe driving record.

    DESIRABLE QUALIFICATIONS
    • Fluency in one or more languages other than English.
    • Public sector work experience.
