DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The City of Houston's Public Works Department is seeking a skilled and experienced professional to join its wastewater operations team as a Supervising Engineer. This role focuses on applying expertise in biosolids and residuals management, service contract management, wastewater treatment process engineering, and capital equipment procurement. The ideal candidate will bring advanced technical knowledge and practical experience to manage logistics, improve operational efficiencies process optimization, and regulatory compliance. In this position, the selected candidate will:
- Provide supervision and coordination of technical personnel, activities, resources, projects, and contracts of extensive monetary value to the City.
- Identify project objectives, prepares bid documents, evaluate proposals, and provides recommendations.
- Coordinate efforts and measure settled solids accumulation in wastewater process units, identify priorities, bid and award contracts, issue and execute work orders, respond to RFIs and negotiate contract changes, manage budget, closeout contracts, and prepare reports.
- Apply technical expertise in wastewater process engineering, residuals and sludge management, sand and grit removal, and regulatory compliance monitoring and reporting.
- Prepare and monitor equipment deployment and sludge/biosolids transportation and disposal schedules, track progress, revise and update schedules as needed to address plant operational needs to ensure operational continuity.
- Make plans to provide wastewater residuals/biosolids transportation and disposal services during emergencies due to the equipment breakdown, weather conditions, and conditions on transportation routes and disposal sites with the focus on operational continuity, public safety, regulatory compliance, effective use of resources, and minimizing transportation and disposal costs.
- Perform project inspections, investigations and root cause analysis of the issues to identify preventive and corrective actions and provide recommendations.
- Perform condition assessment of capital equipment, identify and recommend needed repairs and rehabilitation, develop scope of work, coordinate activities with all stakeholders involved, prepare procurement documents and work through installation and performance test of the replacement capital equipment in compliance with the City’s procurement policies and guidelines.
- Review contract submittals, review and process invoices, track and manage contract budgets to ensure availability of funds.
- Provide leadership and technical guidance by analyzing information and data to develop solutions and improve systems and plans.
- Write technical specifications and reports, prepare plans and checklists, compile projects manuals, identify design standards, establish goals, and develop and evaluate performance of projects and personnels.
- Develop and implement SOPs and guidelines for different processes and systems.
- Run pilot programs, test hydraulic and process modelling to evaluate new and innovative technologies to improve operational efficiencies, performance improvement, system optimization, spill prevention, increase safety, and compliance.
- Respond to inquiries by departments, consultants, agencies, and general public.
WORKING CONDITIONS The position is physically comfortable. The individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Department of Houston Public Works Emergency Management position at the Tier I Level.
MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.
Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
May require a valid Texas Driver’s License and in compliance with the City of Houston’s policy on driving.
PREFERENCES **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** GENERAL INFORMATIONSELECTION/SKILLS TESTS REQUIRED: None
