Job Summary
Responsible for developing, promoting and coordinating innovative year-round recreational programming at Santa Monica Beach and the Annenberg Community Beach House.
Representative Duties
Designs and promotes innovative aquatic and recreational activities and community events at Santa MonicaBeach and the Annenberg Community Beach House for the general public and target populations using a range of delivery methods.
Keeps abreast of current trends, innovations and developments in the arts, aquatic and beach recreation fields, including interdisciplinary programming that integrates recreation, arts and culture, and environmental education. Incorporates best practices and innovations into long-range planning and creates and modifies programs and services accordingly.
Forms strategic partnerships with community-based organizations, event producers and other public agencies to promote an integrated program of beach recreation activities and events on Santa Monica Beach.
Develops and implements strategies to support and enhance public use of beach recreation areas and amenities such as volleyball courts, the Beach Bike Path, children’s play areas, Chess Park, Muscle Beach, and the South Beach Green.
Participates in interdivisional and interdepartmental staff teams to identify public use patterns and emerging use conflicts on the beach to ensure an equitable balance of City programs, permitted commercial activity and general public access at the beach.
Develops and implements creative community outreach strategies including traditionally under-served communities and people with disabilities. Works with staff to produce quality, printed and web-based marketing materials. Builds relationships with and utilizes the media. Makes presentations to stakeholder groups to promote beach activities.
Aids in identifying and securing program resources through informal and formal partnerships, fundraising, volunteers and other appropriate means.
Establishes high standards for Beach and Beach House programming and assesses the delivery of activities and services through satisfaction surveys and other appropriate means. Evaluates the quality and effectiveness of activities and services and recommends modifications.
Respond to inquiries, researches and resolves complaints referring sensitive situations to the Community Recreation Manager. Provides guidance to guests as appropriate.
Interviews, selects, supervises, evaluates and schedules recreation and aquatics staff and volunteers. Prepares performance evaluations and develops and conducts program training, including emergency response procedures.
Solicits proposals, reviews submittals and assists with the selection of contractors and event producers to conduct specialized recreational activities. Monitors work of selected contractors.
Works collaboratively with other City Departments and contractors to provide a seamless delivery of programs and services.
Assists in the preparation and monitoring of program budgets. Selects and procures program equipment and supplies to meet program needs.
Maintains records and prepares a variety of reports regarding finances, programs and activities. Establishes and oversees activity registration. Oversees cash counting, reconciliation and deposits.

REQUIREMENTS
Minimum Qualifications:
Option A
Education: Graduation from an accredited college or university with a bachelor’s degree in recreation, business or public administration, art or a closely related field.
Experience: Three years of recent, paid work experience planning and overseeing recreation, aquatics and/or arts programming. At least two years of the recent, paid work experience must have included leading and coordinating the work of others OR one year of leading and coordinating the work of others and successful completion of the City of Santa Monica’s Pre-Supervisory Academy at the time of application.
Option B
Education: Graduation from an accredited college or university with an associate’s degree.
Experience: Six years of recent, paid work experience planning and overseeing recreation, aquatics and/or arts programming. At least two years of the recent, paid work experience must have included leading and coordinating the work of others OR one year of leading and coordinating the work of others and successful completion of the City of Santa Monica’s Pre-Supervisory Academy at the time of application.
Option C
Education: Graduation from high school or evidence of equivalent educational proficiency.
Experience: Eight years of recent, paid work experience planning and overseeing recreation, aquatics and/or arts programming. At least two years of the recent, paid work experience must have included leading and coordinating the work of others OR one year of leading and coordinating the work of others and successful completion of the City of Santa Monica’s Pre-Supervisory Academy at the time of application.
Licenses and Certificates:
Possession of a valid Red Cross or national/state accredited certification in Cardiopulmonary Resuscitation for the Professional Rescuer and First Aid within three months from date of hire. Lifeguard Training Certificate must be obtained within six months from date of hire. Lifeguard Training Instructor Certificate must be obtained within one year from date of hire.
Possession of a valid Class C driver license.

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.

WORKING CONDITIONS:
The work is regularly performed indoors and outdoors in variable weather conditions at an off-site location. Required to work a varied schedule that will include days, evenings, weekends and holidays. May be required to wear a uniform while on duty. Physical demands may include bending, kneeling, squatting, sitting, running, standing, climbing and lifting up to 15 lbs.
