    Deschutes County Health Services supports over 400 staff in Behavioral and Public Health programs working to promote and protect the health and safety of the community in a broad variety of community-based settings.
    Deschutes County Intellectual and Developmental Disabilities (IDD) Program is the Community Developmental Disabilities Program (CDDP) providing case management and other IDD-related services for Deschutes County.     ABOUT THE JOB:

    The Intellectual and Developmental Disabilities Supervisor works in coordination with the assigned manager to supervise the operations of the IDD program. The ability to apply extensive subject matter knowledge related to administration of IDD services in group homes and foster homes is a requirement of this position. The incumbent may also be assigned direct supervision of other personnel based on specialized areas of subject matter expertise.
    This position functions as a key component of the department's leadership team. The incumbent reports directly to the Program Manager and requires collaboration with Behavioral Health Program Managers and Supervisors; Health Services compliance, billing, and fiscal staff; local provider agency administrative staff; and state program staff.

    The incumbent will need to possess effective interpersonal, technical, and project management skills; and an understanding of supervision best practices and knowledge of related personnel laws. Incumbent will supervise a team of approximately seven Services Coordinators on the “comprehensive services” team.

    The position requires continuous responsibility for a team that provides services that span coverage from 7:30 a.m. to 5:00 p.m., primarily based out of Bend and Redmond, but also remotely and throughout the County.

    Key Responsibilities:
    • Program planning, budgeting, monitoring, coordination, evaluation, and supervising staff.
    • Monitor financial and operational performance of programs in collaboration with department management.
    • Provide annual written evaluations and schedule monthly one-on-one supervision for approximately seven staff, as well as maintain ongoing availability, support and contact with staff performing duties remotely, in office and in the field.

    • Intellectual and Developmental Disabilities System and difference between all service elements.
    • Federal, state and county laws, codes, rules, and regulations governing public health.
    • Investigation process, reporting, and coordination.
    • Staff supervision, leadership, and motivation.
    • Department of Health Services computer programs and other health services software.
    • Customer service and community outreach.

    Skill in:
    • Interacting with individuals with Intellectual and Developmental Disabilities and determining services, referrals, and resources.
    • Providing structure and direction for staff.
    • Preparing documentation, assisting with investigations, and determining victim services.
    • Managing and assuring compliance to information management and client confidentiality requirements.
    • Operating a personal computer utilizing standard and specialized software.
    • Following directions and interacting in a professional manner.
    • Working within a team and collaborating with multiple team members.
    • Establishing and maintaining effective working relationships with staff, professional agencies, and community members.
    • Effective verbal and written communication.

    Compensation

    $7,298.09 to $9,780.12 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This position is available immediately.

    Minimum Qualifications

    • Bachelor’s degree or equivalent course work in developmental disabilities services, Business or Public Administration, or a closely related field;
    • AND five (5) years of experience, including staff supervision;
    • OR any equivalent combination of education, training and experience that provides the required skills and knowledge to perform the job.

    Preferred Qualifications :
    • Minimum of one year of supervisory or coordinator-related experience.
    • Experience providing coaching or supervision in an IDD Case Management Entity.
    • Possess subject matter expertise in rule compliance specific to IDD 24-hour Residential and Foster settings.
    • Experience leading community partner collaboration activities.


    Necessary Special Requirements

    The employment offer will be contingent upon pre-employment screening for criminal history and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). These screenings must be completed with satisfactory findings in order for a formal offer of employment to be extended.

    Must meet provider Qualified Mental Health Professional (QMHP) credentialing requirements as required by Oregon Administrative Rules (OARs) 309-019-0125 (8).
    NOTE: Per OAR 407-007-0000 to 407-007-0100 this position requires a Criminal Background check through the State Background Check Unit/Orchards, which may also include being fingerprinted. These rules provide for the reasonable screening under ORS 181A.195, 181A.200, 409.027 AND 413.036 of the County’s employees to determine if they have a history of specific criminal behavior identified in federal or state law or rules such that they should not be allowed to work, be employed, or perform in positions covered by these rules.
