The Key Management Analyst role is a core security function and a foundational pillar of data protection. This position will focus on cryptographic principles, certificate-based authentication and automation of the key management systems. This position will weigh heavily on policies, standards and strategies. This position is with the Office of Administration, Information Technology Services Division (OA-ITSD) supporting the Office of Cybersecurity (OCS).

- Key lifecycle management.
- Generate, rotate, and decommission cryptographic keys.
- Audit, compliance, and policy enforcement - Audit key usage and generate logs to determine compliance with security standards and guidelines (e.g., NIST, PCI DSS, IRS PUB1075).
- Design and implement access policies so only authorized users and services can use or manage keys.
- Develop and test backup and recovery procedures for the KMS to ensure business continuity.
- Maintain and troubleshoot the KMS infrastructure, which may include on-premise hardware security modules (HSMs) or cloud-based services.
- Assist in investigations and respond to security incidents related to key compromise or unauthorized access.
- Collaborate with the automation team to identify efficient and secure security posture while ensuring consistency and reducing human intervention. Including, key generation, rotation and decommissioning.
- Collaborate with development teams to integrate the KMS platform with new and existing applications.
- Collaborate with the cloud teams to identify and maintain KMS integration with cloud services.
A bachelor's or associate degree related to Computer Information Systems and multi-functional IT experience, including intermediate experience with the following, or similar, State of Missouri IT related services:
- Cryptographic fundamentals.
- Key management principles.
- Security Standards, frameworks and compliance such as NIST, FIPS 140-2, FERPA, and HIPAA.
- API and scripting.
- Integration and troubleshooting.
- Successful background check results are required for employment in this position. This may include background checks involving a candidate’s name and/or fingerprints and other screenings as needed for the specific position.
Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant. Knowledge of the state’s networking environment. Skill in recognizing security intrusions and taking appropriate actions. Skill in analyzing and correlating data, and noticing patterns and discrepancies.
