    Position Description

    This is your opportunity to become a member of an extraordinary organization and a dynamic team at either Fresno Yosemite International or Chandler Executive Airports.

    Under general supervision, you will perform the full range of public safety functions as a State Peace Officer, a designation defined in California Penal Code Section 830.33.

    Duties include airport law enforcement, emergency medical response, and upholding TSA security measures. Key responsibilities involve patrolling airport property to prevent crime and detect hazards, responding to calls for service, investigating crime scenes, and apprehending violators.

    Furthermore, this incumbent will issue citations, make arrests, collaborate with federal partners like the FAA, TSA, and CBP, and assist other law enforcement agencies. The role also requires the preparation of detailed reports for various incidents and active participation in rigorous training programs covering law enforcement, security, incident command, and firearms proficiency.

    Vacancies currently exist in the City of Fresno Airports Department. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.

    Pay,Benefits, & Work Schedule

    BENEFITS: Unit 11 Classification Airport Public Safety Officers (FAPSO)

    HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents. With proof of other health insurance coverage, employees may opt out of enrolling in the City's Health and Welfare plan.
    FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
    DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
    VACATION LEAVE: Accrue 8.4 hours per month.
    SICK LEAVE: Accrue 8.4 hours per month, available after 90 days.
    SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
    HOLIDAYS: Accrue 8.4 hours per month.
    BILINGUAL PREMIUM: PAY: $100 per month
    HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free.
    RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
    DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

    The Requirements

    Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and do not assure placement on the eligible list.

    Option 1:

    Graduation from a California Law Enforcement Basic Academy approved by the
    Commission on Peace Officer Standards and Training within three years of appointment
    date; OR a lapse of not more than three (3) years since last employment as a peace
    officer where the minimum qualifications required graduation from a Basic Academy.

    Option 2:

    Possession of a current and valid California State Peace Officer Standards and Training
    (P.O.S.T.) Basic Certificate. A copy of the certificate must be uploaded to your online profile at time of application. Applicants lacking the attachment will be rejected.

    Out of State or Federal Law Enforcement applicants must possess at time of application,
    a California Peace Officer Standards and Training (P.O.S.T) Basic Course Waiver.

    Possession and continued maintenance of a valid Class C California Drivers License at
    time of appointment.

    Possession of an Intermediate Certificate, or higher, issued by the State of California Department of Justice Commission on Peace Officer Standard and Training (P.O.S.T.) is desirable.

    Selection Process

    The examination process may consist of the following:

    APPLICATION REVIEW - Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the oral examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.

    ORAL EXAM - 100%: A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidate's knowledge of laws of arrest and the elements of misdemeanor and felony offences, methods and techniques of patrolling and safeguarding public facilities, ability to prepare and write detailed and accurate reports or other topics related to a candidate's training, experience and qualifications for the position of Airports Public Safety Officer. Candidates must achieve a passing score to qualify for the eligible list.

    The oral examination is scheduled for the week of November 3, 2025.

    Veteran Preference Regulations

    Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.

    Additional Information

    Please Note: Possession of a Basic Police Academy Certificate of Completion DOES NOT fulfill all requirements for the P.O.S.T. Basic Certificate or the entrance requirements for this position. Per www.post.ca.gov, the Basic Certificate is awarded, as defined in Commission Regulation 1011, to currently full-time peace officers of a POST-participating agency who have satisfactorily completed the prerequisite Basic Course requirement and the employing agency's probationary period.

    Prior to appointment, positions in Airports require successful completion of a Federal Aviation Administration (FAA) 10-year employment history verification, which includes a criminal history records check, POST background investigations, polygraph, psychological and medical exam.
